El encarecimiento del alquiler, la falta de pisos disponibles, el turismo masivo y los desahucios agravan la situaci\u00f3n en la capital catalana y m\u00e1s all\u00e1.<\/p>\n<h2>Mayors for Housing: la voz de las ciudades en Bruselas<\/h2>\n<p>Un total de <strong>16 alcaldes europeos<\/strong>, encabezados por <strong>Jaume Collboni<\/strong>, han lanzado la iniciativa <em>Mayors for Housing<\/em>, reclamando a Bruselas un <strong>Fondo Europeo de Vivienda Asequible<\/strong> capaz de movilizar <strong>300.000 millones de euros<\/strong> en inversi\u00f3n p\u00fablica y privada.<\/p>\n<p>Lo relevante es que estas propuestas provienen directamente de las ciudades, no de los Estados, lo que supone un cambio profundo: los ayuntamientos reivindican su papel en el futuro <strong>Plan Europeo de Vivienda Asequible 2026<\/strong>, argumentando que son ellos quienes gestionan en primera l\u00ednea las demandas habitacionales de la ciudadan\u00eda.<\/p>\n<h2>El papel clave de las administraciones locales<\/h2>\n<p>Ramon Bastida, director de la <em>C\u00e1tedra de Vivienda Digna y Sostenible<\/em> de la UPF-BSM, destaca que \u201c<em>las administraciones locales son quienes mejor conocen las necesidades reales de la gente<\/em>\u201d y subraya que ciudades como Barcelona soportan una presi\u00f3n extrema que requiere medidas urgentes.<\/p>\n<p>Los datos lo confirman: mientras en pa\u00edses como Austria u Holanda el <strong>alquiler social<\/strong> supone entre el 24% y el 30% del parque de vivienda, en Catalu\u00f1a apenas alcanza el <strong>1,7%<\/strong>. La Generalitat se ha marcado como objetivo llegar al 9% en 2044, una meta a\u00fan lejana.<\/p>\n<h2>Construir, rehabilitar y ayudar a pagar el alquiler<\/h2>\n<p>Para Bastida, parte de los fondos europeos deber\u00edan destinarse no solo a nuevas construcciones sino tambi\u00e9n a <strong>rehabilitar edificios<\/strong>, una v\u00eda r\u00e1pida para incrementar la oferta.<\/p>\n<p>Por su parte, Josep Maria Raya, director de la <em>C\u00e1tedra APCE-UPF de Vivienda y Futuro<\/em>, coincide en que es imprescindible pensar en el largo plazo y construir m\u00e1s vivienda asequible, pero tambi\u00e9n actuar de forma inmediata: <em>subvenciones directas para ayudar a pagar el alquiler<\/em> son fundamentales para quienes sufren la crisis hoy.<\/p>\n<h2>De gestionar problemas a dise\u00f1ar soluciones<\/h2>\n<p>Con esta estrategia, Barcelona y otras capitales europeas aspiran a dejar de ser meros gestores de problemas para convertirse en <strong>dise\u00f1adores activos de las soluciones<\/strong>. El objetivo: responder de forma \u00e1gil y eficaz a la crisis de vivienda que condiciona la calidad de vida de millones de personas en las ciudades
