




{"id":15776,"date":"2026-06-06T13:07:51","date_gmt":"2026-06-06T11:07:51","guid":{"rendered":"https:\/\/www.habitatinsulae.es\/?p=15776"},"modified":"2026-06-08T16:28:23","modified_gmt":"2026-06-08T14:28:23","slug":"vivienda-apce-pide-activar-todo-el-plan-estatal","status":"publish","type":"post","link":"https:\/\/www.habitatinsulae.es\/ca\/vivienda-apce-pide-activar-todo-el-plan-estatal\/","title":{"rendered":"Vivienda: Apce pide activar todo el plan estatal"},"content":{"rendered":"<div class=\"mceTemp\"><\/div>\n<p>La Associaci\u00f3 de Promotors de Catalunya (Apce) ha pedido a la Generalitat activar de forma \u00edntegra todos los programas e instrumentos orientados a la promoci\u00f3n de <strong>vivienda<\/strong> protegida y asequible previstos en el Plan Estatal de Vivienda 2026-2030.<\/p>\n<p>La entidad considera que Catalunya debe aprovechar el conjunto de mecanismos disponibles para ampliar la oferta residencial, tanto en r\u00e9gimen de alquiler asequible como mediante f\u00f3rmulas de compra protegida, colaboraci\u00f3n p\u00fablico-privada y movilizaci\u00f3n de suelo.<\/p>\n<h2>La vivienda protegida debe apoyarse en todos los instrumentos<\/h2>\n<p>Seg\u00fan Apce, el Govern no deber\u00eda limitarse a seleccionar algunos programas del plan estatal, sino desplegar el cat\u00e1logo completo de herramientas disponibles. Entre ellas figuran la promoci\u00f3n de suelo p\u00fablico, la colaboraci\u00f3n p\u00fablico-privada, el impulso de vivienda de protecci\u00f3n oficial permanente y el uso del suelo privado de reserva.<\/p>\n<p>La asociaci\u00f3n tambi\u00e9n menciona otras f\u00f3rmulas residenciales, como la vivienda cooperativa, que pueden contribuir a diversificar las v\u00edas de acceso a un hogar. En este contexto, iniciativas centradas en la <a href=\"https:\/\/www.habitatinsulae.es\/ca\/impacto-social\/\" target=\"_blank\" rel=\"noopener\">inversi\u00f3n social<\/a> y en nuevos modelos habitacionales pueden ayudar a reforzar el impacto de las pol\u00edticas p\u00fablicas.<\/p>\n<h2>Vivienda de alquiler y de venta, una combinaci\u00f3n necesaria<\/h2>\n<p>El presidente de Apce, Xavier Vilajoana, ha defendido que el debate no debe centrarse en escoger unos programas y descartar otros, sino en activar todos los mecanismos posibles para producir el mayor n\u00famero de viviendas asequibles.<\/p>\n<p>\u201cCatalunya necesita m\u00e1s vivienda p\u00fablica, m\u00e1s vivienda protegida de alquiler y de venta, m\u00e1s suelo de reserva transformado y m\u00e1s colaboraci\u00f3n p\u00fablico-privada\u201d, ha se\u00f1alado Vilajoana, seg\u00fan la informaci\u00f3n difundida por <a href=\"https:\/\/www.europapress.es\/\" target=\"_blank\" rel=\"noopener\">Europa Press<\/a>.<\/p>\n<p>La entidad subraya que concentrar los recursos en una \u00fanica f\u00f3rmula, como el alquiler o la cesi\u00f3n de uso, puede reducir la capacidad de impacto del plan y dejar fuera otras v\u00edas de acceso igualmente v\u00e1lidas para las familias.<\/p>\n<h2>La vivienda protegida de venta gana peso en el debate<\/h2>\n<p>Apce sostiene que la vivienda protegida de venta debe formar parte de la soluci\u00f3n siempre que mantenga de forma permanente su protecci\u00f3n. A juicio de la asociaci\u00f3n, esta f\u00f3rmula no debilita el esfuerzo p\u00fablico, sino que facilita el acceso a familias que pueden comprar a precios limitados y, al mismo tiempo, libera presi\u00f3n sobre el alquiler asequible.<\/p>\n<p>Vilajoana ha se\u00f1alado que el despliegue del plan en Catalunya debe basarse en cuatro principios: aprovechar todos los instrumentos disponibles, garantizar la viabilidad econ\u00f3mica de las actuaciones, reforzar la seguridad jur\u00eddica y establecer una colaboraci\u00f3n p\u00fablico-privada efectiva.<\/p>\n<p>La demanda de Apce conecta con el reto de ampliar la oferta residencial para <a href=\"https:\/\/www.habitatinsulae.es\/ca\/vivienda-joven\/\" target=\"_blank\" rel=\"noopener\">j\u00f3venes<\/a> y hogares con dificultades de acceso, as\u00ed como con proyectos orientados a combinar vivienda protegida, sostenibilidad urbana y nuevas f\u00f3rmulas de financiaci\u00f3n, como <a href=\"https:\/\/www.habitatinsulae.es\/ca\/genivs\/\" target=\"_blank\" rel=\"noopener\">GENIVS INSULAE<\/a>.
