




{"id":15770,"date":"2026-06-05T12:49:06","date_gmt":"2026-06-05T10:49:06","guid":{"rendered":"https:\/\/www.habitatinsulae.es\/?p=15770"},"modified":"2026-06-08T16:28:13","modified_gmt":"2026-06-08T14:28:13","slug":"ley-de-vivienda-en-madrid-impulsa-pisos-protegidos","status":"publish","type":"post","link":"https:\/\/www.habitatinsulae.es\/ca\/ley-de-vivienda-en-madrid-impulsa-pisos-protegidos\/","title":{"rendered":"Ley de vivienda en Madrid impulsa pisos protegidos"},"content":{"rendered":"<p>La Asamblea de Madrid ha aprobado definitivamente la nueva ley de vivienda de la Comunidad, una norma que busca aumentar la edificabilidad, movilizar suelo disponible y acelerar la construcci\u00f3n de pisos protegidos en la regi\u00f3n.<\/p>\n<p>El texto ha salido adelante con el voto favorable del Partido Popular, la abstenci\u00f3n de Vox y el rechazo de los grupos de izquierda, que cuestionan que la norma responda de forma efectiva al problema de acceso a la vivienda.<\/p>\n<h2>La vivienda protegida gana edificabilidad en suelo p\u00fablico<\/h2>\n<p>La ley introduce instrumentos urban\u00edsticos extraordinarios para reducir trabas administrativas, agilizar proyectos residenciales y facilitar el desarrollo de nuevas promociones.<\/p>\n<p>Una de sus principales novedades es la inclusi\u00f3n de redes p\u00fablicas sin edificar destinadas a <a href=\"https:\/\/www.habitatinsulae.es\/ca\/genivs\/\" target=\"_blank\" rel=\"noopener\">vivienda protegida<\/a> entre las parcelas que podr\u00e1n beneficiarse de incrementos de edificabilidad y densidad.<\/p>\n<p>Seg\u00fan el Gobierno regional, esta medida permitir\u00e1 aprovechar mejor los suelos p\u00fablicos disponibles y reforzar la capacidad de las administraciones para promover vivienda protegida.<\/p>\n<h2>M\u00e1s oferta de residencia para moderar precios<\/h2>\n<p>El consejero de Transportes, Vivienda e Infraestructuras, Jorge Rodrigo, defendi\u00f3 que el objetivo de la norma es aumentar la oferta residencial, especialmente protegida, como v\u00eda para moderar los precios y facilitar el acceso.<\/p>\n<p>Desde el Partido Popular sostienen que la prioridad debe ser construir, movilizar suelo y adaptar el urbanismo a las necesidades actuales de Madrid. La formaci\u00f3n enmarca esta ley junto a otras iniciativas como la futura ley LIDER, el acelerador urban\u00edstico y el nuevo reglamento de vivienda protegida.<\/p>\n<p>El debate tambi\u00e9n conecta con retos como el <a href=\"https:\/\/www.habitatinsulae.es\/ca\/vivienda-joven\/\" target=\"_blank\" rel=\"noopener\">alquiler asequible para j\u00f3venes<\/a>, la inversi\u00f3n social y nuevos modelos de colaboraci\u00f3n p\u00fablico-privada, entre ellos proyectos como GENIVS INSULAE.<\/p>\n<h2>Cr\u00edticas a la ley de vivienda desde la oposici\u00f3n<\/h2>\n<p>Vox se abstuvo y advirti\u00f3 de que la norma no construye por s\u00ed misma vivienda p\u00fablica. La formaci\u00f3n tambi\u00e9n critic\u00f3 que pueda favorecer modalidades como el coliving, al considerar que no cuenta con precio m\u00e1ximo ni r\u00e9gimen de adjudicaci\u00f3n protegida.<\/p>\n<p>El PSOE rechaz\u00f3 la ley al considerar que prioriza el beneficio econ\u00f3mico de los promotores frente al acceso a una vivienda asequible. Adem\u00e1s, cuestion\u00f3 el aumento de edificabilidad en zonas ya consolidadas sin una planificaci\u00f3n suficiente sobre servicios p\u00fablicos.<\/p>\n<p>M\u00e1s Madrid acus\u00f3 al Gobierno regional de transformar la vivienda protegida en vivienda de mercado y de trasladar a los promotores mayor responsabilidad en infraestructuras y dotaciones urbanas.<\/p>\n<p>La norma tambi\u00e9n permite a los ayuntamientos autorizar alojamientos temporales en parcelas vacantes de uso industrial situadas en \u00e1mbitos urbanos consolidados, sin necesidad de modificar el planeamiento urban\u00edstico.<\/p>\n<p>Adem\u00e1s, incorpora el silencio positivo en informes sectoriales: si no se emiten en un plazo m\u00e1ximo de tres meses, el planeamiento podr\u00e1 continuar su tramitaci\u00f3n.
