




{"id":15761,"date":"2026-06-03T11:47:55","date_gmt":"2026-06-03T09:47:55","guid":{"rendered":"https:\/\/www.habitatinsulae.es\/?p=15761"},"modified":"2026-06-08T16:27:47","modified_gmt":"2026-06-08T14:27:47","slug":"vivienda-protegida-valencia-exigira-registros-publicos","status":"publish","type":"post","link":"https:\/\/www.habitatinsulae.es\/ca\/vivienda-protegida-valencia-exigira-registros-publicos\/","title":{"rendered":"Vivienda protegida: Valencia exigir\u00e1 registros p\u00fablicos"},"content":{"rendered":"<p>La Generalitat Valenciana reforzar\u00e1 el control en la adjudicaci\u00f3n de <strong>vivienda<\/strong> protegida mediante la modificaci\u00f3n de varios art\u00edculos del Decreto 180\/2024, de 10 de diciembre. El objetivo es aumentar la transparencia, garantizar la igualdad de acceso y endurecer las condiciones exigidas a las promociones privadas y de colaboraci\u00f3n p\u00fablico-privada.<\/p>\n<p>La reforma se enmarca en el plan Vive Comunitat Valenciana y plantea la creaci\u00f3n de registros p\u00fablicos espec\u00edficos para cada promoci\u00f3n. Con esta medida, el Consell busca que los procesos de adjudicaci\u00f3n sean trazables, verificables y accesibles para la ciudadan\u00eda.<\/p>\n<h2>La vivienda protegida tendr\u00e1 registros p\u00fablicos por promoci\u00f3n<\/h2>\n<p>Uno de los principales cambios afecta al art\u00edculo 44 del decreto. A partir de ahora, los promotores de proyectos privados y de colaboraci\u00f3n p\u00fablico-privada deber\u00e1n abrir plazos de inscripci\u00f3n claros, aplicar criterios de baremaci\u00f3n definidos previamente y publicar listas de adjudicaci\u00f3n trazables.<\/p>\n<p>Seg\u00fan el secretario auton\u00f3mico de Vivienda, Sebasti\u00e1n Fern\u00e1ndez, la modificaci\u00f3n pretende \u201cgarantizar el acceso efectivo a una vivienda digna y asequible\u201d, incrementar la oferta de <strong>vivienda protegida<\/strong> y aportar mayor seguridad jur\u00eddica al sistema.<\/p>\n<p>La Generalitat sostiene que estos mecanismos permitir\u00e1n reforzar la confianza tanto de la ciudadan\u00eda como de los operadores del sector, al fijar reglas claras sobre c\u00f3mo se adjudican los inmuebles protegidos.<\/p>\n<h2>M\u00e1s residencia con criterios de arraigo municipal<\/h2>\n<p>En las promociones desarrolladas sobre suelo p\u00fablico, la nueva norma permitir\u00e1 incorporar criterios de vinculaci\u00f3n territorial continuada, como el empadronamiento. La finalidad es priorizar las necesidades habitacionales de cada municipio y favorecer el arraigo local.<\/p>\n<p>Fern\u00e1ndez ha se\u00f1alado que esta medida responde a una demanda de alcaldes y ciudadanos, que ped\u00edan tener en cuenta la relaci\u00f3n de los solicitantes con el municipio para facilitar oportunidades de futuro a los vecinos.<\/p>\n<p>La reforma tambi\u00e9n introduce un control preventivo en los art\u00edculos 18 y 19. Las empresas promotoras privadas deber\u00e1n detallar desde el inicio c\u00f3mo comercializar\u00e1n las viviendas y qu\u00e9 criterios utilizar\u00e1n para seleccionar a los adjudicatarios.<\/p>\n<p>Este planteamiento permitir\u00e1 a la Administraci\u00f3n revisar de forma anticipada la idoneidad de las condiciones de acceso, incluso antes de la calificaci\u00f3n provisional de cada promoci\u00f3n.<\/p>\n<h2>Vivienda protegida con m\u00e1s garant\u00edas administrativas<\/h2>\n<p>La modificaci\u00f3n del art\u00edculo 43 contempla la creaci\u00f3n de una comisi\u00f3n de valoraci\u00f3n t\u00e9cnica. Este \u00f3rgano supervisar\u00e1 los expedientes y verificar\u00e1 que los adjudicatarios que vayan a comprar una <strong>vivienda protegida<\/strong> cumplen los requisitos legales de acceso.<\/p>\n<p>Adem\u00e1s, los art\u00edculos 47 y 48 se reforman para reforzar el visado administrativo de los contratos. Este tr\u00e1mite pasar\u00e1 a consolidarse como una garant\u00eda obligatoria de legalidad en primeras adjudicaciones, segundas transmisiones y contratos de alquiler.<\/p>\n<p>Ning\u00fan contrato podr\u00e1 ser visado sin la validaci\u00f3n previa de la nueva comisi\u00f3n de valoraci\u00f3n. La Generalitat subraya que este control se suma a la obligaci\u00f3n de que los notarios soliciten el visado del comprador antes de elevar la operaci\u00f3n a escritura p\u00fablica.<\/p>\n<p>El Consell tambi\u00e9n ha destacado la puesta en marcha de una nueva web del plan Vive Comunitat Valenciana, desde la que se podr\u00e1 consultar el estado de las promociones impulsadas por la Generalitat, los plazos de inscripci\u00f3n y las listas p\u00fablicas de adjudicaci\u00f3n.<br \/><br \/><\/p>\n<div id=\"attachment_15764\" style=\"width: 1034px\" class=\"wp-caption href=\"https:\/\/www.habitatinsulae.es\/ca\/impacto-social\/\" target=\"_blank\" rel=\"noopener\">inversi\u00f3n social<\/a> en vivienda y promover modelos de gesti\u00f3n transparente vinculados a
