El presidente del Instituto de Cr\u00e9dito Oficial (ICO), Manuel Illueca, ha defendido que las ayudas p\u00fablicas vinculadas a la vivienda<\/strong> en alquiler deben concentrarse en la fase de construcci\u00f3n y no prolongarse durante d\u00e9cadas en la etapa de uso o disfrute del inmueble.<\/p>\n

Durante su intervenci\u00f3n en un foro organizado por IESE y FTI Consulting, Illueca subray\u00f3 que el actual desaf\u00edo del mercado residencial exige orientar los recursos p\u00fablicos hacia la promoci\u00f3n de nuevos activos destinados al alquiler asequible<\/strong>, especialmente en un contexto de fuerte demanda por parte de j\u00f3venes<\/strong> y hogares con dificultades de acceso.<\/p>\n

Vivienda en alquiler: ayudas al inicio del proyecto<\/h2>\n

Illueca sostuvo que no resulta eficiente mantener subvenciones al alquiler durante periodos muy largos. Seg\u00fan explic\u00f3, un inversor no puede descontar con certeza ayudas p\u00fablicas proyectadas a 75 a\u00f1os, por lo que lo razonable es concentrar los incentivos en la fase de promoci\u00f3n y construcci\u00f3n.<\/p>\n

El presidente del ICO defendi\u00f3 que este enfoque permitir\u00eda mejorar la viabilidad financiera de los proyectos y acelerar la creaci\u00f3n de nueva oferta residencial. En este sentido, el desarrollo de vivienda protegida<\/strong> y de modelos de inversi\u00f3n orientados al impacto social puede contribuir a ampliar el parque disponible.<\/p>\n

Iniciativas como GENIVS INSULAE<\/a> o proyectos centrados en inversi\u00f3n social<\/a> reflejan la importancia de canalizar capital hacia soluciones habitacionales sostenibles y estables.<\/p>\n

Vivienda protegida y build to rent, una v\u00eda necesaria<\/h2>\n

Illueca se\u00f1al\u00f3 que el modelo conocido como build to rent<\/em>, basado en construir viviendas directamente destinadas al mercado del alquiler, sigue siendo \u201cpr\u00e1cticamente marginal\u201d en Espa\u00f1a, aunque lo consider\u00f3 imprescindible para responder al d\u00e9ficit de oferta.<\/p>\n

El ICO ha estimado que el coste de una vivienda nueva alcanza los 170.000 euros sin incluir la repercusi\u00f3n del suelo ni los impuestos. Esta cifra evidencia la necesidad de dise\u00f1ar mecanismos de financiaci\u00f3n que reduzcan barreras de entrada y favorezcan la promoci\u00f3n de vivienda destinada al alquiler.<\/p>\n

La colaboraci\u00f3n p\u00fablico-privada, el acceso a financiaci\u00f3n estable y el posible apoyo de instrumentos como un fondo europeo<\/strong> pueden desempe\u00f1ar un papel relevante para impulsar proyectos de vivienda asequible, especialmente aquellos dirigidos a la vivienda joven<\/a>.<\/p>\n

Vivienda y estabilidad regulatoria para atraer inversi\u00f3n<\/h2>\n

El presidente del ICO insisti\u00f3 en que la regulaci\u00f3n es un factor clave para el sector de la vivienda en alquiler. A su juicio, financiar activos residenciales a largo plazo exige estabilidad normativa, seguridad jur\u00eddica y credibilidad institucional.<\/p>\n

Illueca explic\u00f3 que el papel del ICO puede ser complementario al del sistema bancario. Seg\u00fan indic\u00f3, cuando el Instituto participa mediante inversiones en capital, facilita que las entidades financieras puedan incorporarse despu\u00e9s a esos sectores a trav\u00e9s de deuda y financiaci\u00f3n.<\/p>\n

El planteamiento apunta a un modelo en el que las ayudas p\u00fablicas se concentren al inicio, la regulaci\u00f3n ofrezca previsibilidad y la inversi\u00f3n privada encuentre condiciones adecuadas para ampliar la oferta de alquiler asequible.<\/p>\n
