Mancha impulsa suelo para vivienda asequible"},"content":{"rendered":"<p>El Gobierno de Castilla-La Mancha prepara una bater\u00eda de reformas normativas para agilizar los tr\u00e1mites urban\u00edsticos, movilizar suelo disponible y ampliar la oferta de <strong>vivienda<\/strong> en la regi\u00f3n.<\/p>\n<p>El consejero de Fomento, Nacho Hernando, ha trasladado estas l\u00edneas de trabajo durante la clausura de la asamblea de la Federaci\u00f3n Regional de Empresas Constructoras de Castilla-La Mancha (FERECO), junto a su presidente, Manuel Carmona.<\/p>\n<p>En el encuentro tambi\u00e9n participaron la directora general de Planificaci\u00f3n Territorial y Urbanismo, Silvia L\u00f3pez; la directora general de Vivienda, Salu Garc\u00eda Alfaro; y el delegado de Fomento en Toledo, Jorge Moreno.<\/p>\n<h2>Reformas para movilizar suelo y vivienda asequible<\/h2>\n<p>Seg\u00fan explic\u00f3 Hernando, las medidas forman parte de la Agenda de Acci\u00f3n por la Vivienda impulsada por el Ejecutivo auton\u00f3mico de Emiliano Garc\u00eda-Page, con el objetivo de responder a una de las principales preocupaciones sociales: el acceso a una <strong>vivienda asequible<\/strong>.<\/p>\n<p>El cuarto pilar de esta agenda contempla modificaciones e innovaciones normativas orientadas a activar suelo disponible y reducir cargas administrativas en los procedimientos urban\u00edsticos.<\/p>\n<p>Entre los textos que podr\u00edan ser actualizados se encuentran el texto refundido de la Ley de Ordenaci\u00f3n del Territorio y de la Actividad Urban\u00edstica de Castilla-La Mancha, el Reglamento de Suelo R\u00fastico, el Reglamento de Planeamiento y el Reglamento de Disciplina Urban\u00edstica.<\/p>\n<p>El objetivo, seg\u00fan el consejero, es ofrecer mayor seguridad jur\u00eddica, eficiencia administrativa y un marco regulatorio adaptado a las necesidades reales de los municipios castellanomanchegos.<\/p>\n<h2>La vivienda, eje de la agenda regional<\/h2>\n<p>Las reformas buscan incrementar la oferta de <strong>vivienda protegida<\/strong> y asequible, optimizar el uso del suelo existente antes de promover nuevas expansiones urbanas y favorecer la regeneraci\u00f3n de \u00e1reas consolidadas frente a la dispersi\u00f3n territorial.<\/p>\n<p>La Junta tambi\u00e9n pretende impulsar un desarrollo econ\u00f3mico equilibrado, reforzar la sostenibilidad territorial y activar el medio rural, especialmente en municipios afectados por el reto demogr\u00e1fico.<\/p>\n<p>Hernando defendi\u00f3 que el urbanismo debe dejar de ser una barrera administrativa para convertirse en una herramienta capaz de aumentar la disponibilidad de suelo y facilitar respuestas m\u00e1s r\u00e1pidas a las necesidades habitacionales.<\/p>\n<p>Estas actuaciones se alinean con el debate nacional y europeo sobre el acceso a la vivienda, el papel del <strong>fondo europeo<\/strong> en proyectos urbanos sostenibles y la necesidad de atraer <strong>inversi\u00f3n social<\/strong> hacia modelos de <strong>alquiler asequible<\/strong> para familias y <strong>j\u00f3venes<\/strong>.<\/p>\n<p>En este \u00e1mbito, iniciativas como <a href=\"https:\/\/www.habitatinsulae.es\/ca\/genivs\/\" target=\"_blank\" rel=\"noopener\">GENIVS INSULAE<\/a>, los proyectos de <a href=\"https:\/\/www.habitatinsulae.es\/ca\/impacto-social\/\" target=\"_blank\" rel=\"noopener\">impacto social<\/a> y los programas de <a href=\"https:\/\/www.habitatinsulae.es\/ca\/vivienda-joven\/\" target=\"_blank\" rel=\"noopener\">vivienda joven<\/a> representan referencias complementarias para abordar el acceso residencial desde la planificaci\u00f3n, la sostenibilidad y la colaboraci\u00f3n p\u00fablico-privada.<\/p>\n<h2>Formaci\u00f3n, construcci\u00f3n e inversi\u00f3n social<\/h2>\n<p>Durante su intervenci\u00f3n, el consejero de Fomento record\u00f3 adem\u00e1s que el Consejo de Gobierno aprob\u00f3 recientemente la cesi\u00f3n de una parcela de 3.000 metros cuadrados en el barrio de Santa Mar\u00eda de Benquerencia, en Toledo.<\/p>\n<p>El terreno ser\u00e1 destinado a la Fundaci\u00f3n Laboral de la Construcci\u00f3n de Castilla-La Mancha, con capacidad para formar hasta 2.500 alumnos al a\u00f1o en diferentes especialidades vinculadas al sector.<\/p>\n<p>La medida refuerza la conexi\u00f3n entre pol\u00edtica urban\u00edstica, empleo, capacitaci\u00f3n profesional y nuevas necesidades del mercado inmobiliario, en un contexto en el que la falta de suelo finalista y de mano de obra cualificada condiciona el ritmo de construcci\u00f3n.<\/p>\n<p>Con este paquete de actuaciones, Castilla-La Mancha busca avanzar hacia una gesti\u00f3n urban\u00edstica m\u00e1s \u00e1gil, con mayor seguridad jur\u00eddica y orientada a incrementar la oferta residencial en los municipios de la
