




{"id":15716,"date":"2026-05-22T10:23:47","date_gmt":"2026-05-22T08:23:47","guid":{"rendered":"https:\/\/www.habitatinsulae.es\/?p=15716"},"modified":"2026-05-25T10:24:25","modified_gmt":"2026-05-25T08:24:25","slug":"vivienda-y-fondo-espana-crece-primer-paso-del-gobierno","status":"publish","type":"post","link":"https:\/\/www.habitatinsulae.es\/ca\/vivienda-y-fondo-espana-crece-primer-paso-del-gobierno\/","title":{"rendered":"Vivienda y fondo Espa\u00f1a Crece: primer paso del Gobierno"},"content":{"rendered":"<p>La vivienda se sit\u00faa de nuevo en el centro de la agenda econ\u00f3mica del Gobierno con la activaci\u00f3n del fondo Espa\u00f1a Crece, un instrumento financiero gestionado por el Instituto de Cr\u00e9dito Oficial (ICO) que busca prolongar el impulso inversor de los fondos europeos m\u00e1s all\u00e1 del Plan de Recuperaci\u00f3n.<\/p>\n<p>Seg\u00fan la informaci\u00f3n publicada por <a href=\"https:\/\/www.eleconomista.es\/economia\/noticias\/13925920\/05\/26\/el-gobierno-da-el-primer-paso-este-martes-para-activar-el-fondo-soberano-espana-crece.html\" target=\"_blank\" rel=\"noopener\">elEconomista.es<\/a>, el Consejo de Ministros dio el primer paso para ordenar la transferencia de recursos al ICO y poner en marcha este veh\u00edculo, concebido para movilizar inversi\u00f3n p\u00fablica y privada en sectores estrat\u00e9gicos.<\/p>\n<p>El fondo Espa\u00f1a Crece partir\u00e1 de una inyecci\u00f3n de hasta 13.300 millones de euros vinculados al Plan de Recuperaci\u00f3n, de los que 10.500 millones proceden de pr\u00e9stamos y 2.800 millones de transferencias no reembolsables. Con esta base, el Gobierno aspira a movilizar hasta 120.000 millones de euros mediante pr\u00e9stamos, avales, garant\u00edas e instrumentos de capital.<\/p>\n<h2>Vivienda y fondo europeo: qu\u00e9 se activa ahora<\/h2>\n<p>La medida marca el arranque operativo de un fondo europeo con vocaci\u00f3n de permanencia. A diferencia de los fondos Next Generation, sujetos a un calendario concreto de ejecuci\u00f3n, Espa\u00f1a Crece busca mantener abierta una palanca estable de financiaci\u00f3n para proyectos transformadores.<\/p>\n<p>El ICO ser\u00e1 el encargado de gestionar la cartera del fondo, aunque separar\u00e1 este per\u00edmetro de su actividad ordinaria para reforzar la transparencia financiera. La estrategia de inversi\u00f3n deber\u00e1 definir los sectores prioritarios, los instrumentos elegibles y los criterios de impacto econ\u00f3mico y social.<\/p>\n<p>Entre las \u00e1reas previstas figuran la vivienda, la transici\u00f3n verde, la digitalizaci\u00f3n, la inteligencia artificial, la reindustrializaci\u00f3n, la econom\u00eda circular, las infraestructuras de agua y saneamiento, la seguridad y los proyectos innovadores. La <a href=\"https:\/\/commission.europa.eu\/business-economy-euro\/economic-recovery\/spains-recovery-and-resilience-plan_en\" target=\"_blank\" rel=\"noopener\">Comisi\u00f3n Europea<\/a> mantiene el marco de referencia del Plan de Recuperaci\u00f3n y Resiliencia.<\/p>\n<h2>Vivienda protegida y alquiler asequible<\/h2>\n<p>Uno de los ejes con mayor impacto ser\u00e1 la vivienda protegida y el alquiler asequible. El Gobierno ha se\u00f1alado que Espa\u00f1a Crece podr\u00e1 movilizar hasta 23.000 millones de euros para ampliar la oferta residencial y contribuir a la construcci\u00f3n de cerca de 15.000 viviendas al a\u00f1o.<\/p>\n<p>El objetivo es facilitar promociones con rentas asequibles, especialmente en mercados tensionados, donde los costes de suelo, construcci\u00f3n y financiaci\u00f3n dificultan la viabilidad de nuevos proyectos. Para ello, el fondo podr\u00e1 combinar financiaci\u00f3n a largo plazo, garant\u00edas, coinversi\u00f3n y tramos de apoyo p\u00fablico cuando sean necesarios.<\/p>\n<p>Esta orientaci\u00f3n conecta con iniciativas de impacto territorial y social como <a href=\"https:\/\/www.habitatinsulae.es\/ca\/vivienda-joven\/\" target=\"_blank\" rel=\"noopener\">vivienda joven<\/a>, dirigidas a mejorar el acceso residencial de j\u00f3venes y hogares con dificultades para acceder al mercado libre.<\/p>\n<h2>Vivienda, GENIVS INSULAE e inversi\u00f3n social<\/h2>\n<p>La activaci\u00f3n de Espa\u00f1a Crece refuerza el papel de la inversi\u00f3n social como herramienta para abordar el d\u00e9ficit de vivienda desde una l\u00f3gica de colaboraci\u00f3n p\u00fablico-privada. En este escenario, proyectos como <a href=\"https:\/\/www.habitatinsulae.es\/ca\/genivs\/\" target=\"_blank\" rel=\"noopener\">GENIVS INSULAE<\/a> pueden alinearse con una nueva etapa de financiaci\u00f3n orientada a ampliar la oferta residencial, generar impacto y atraer capital paciente.<\/p>\n<p>El reto ser\u00e1 convertir los recursos disponibles en proyectos ejecutables, con criterios de sostenibilidad, transparencia y rentabilidad ajustada al riesgo. Para ello, ser\u00e1 clave coordinar administraciones, promotores, entidades financieras e inversores institucionales.<\/p>\n<p>M\u00e1s all\u00e1 de la cifra global, el \u00e9xito del fondo depender\u00e1 de su capacidad para acelerar vivienda asequible real, reducir cuellos de botella y favorecer modelos de desarrollo urbano con impacto medible. En esa l\u00ednea, la <a href=\"https:\/\/www.habitatinsulae.es\/ca\/impacto-social\/\" target=\"_blank\" rel=\"noopener\">inversi\u00f3n social<\/a> aparece como un factor decisivo para conectar
