Seg\u00fan la informaci\u00f3n publicada por <a href=\"https:\/\/elpais.com\/economia\/vivienda\/2026-05-07\/las-entidades-sociales-ya-gestionan-la-mayoria-de-vivienda-publica-pero-siguen-lejos-de-los-niveles-europeos.html\" target=\"_blank\" rel=\"noopener\">EL PA\u00cdS<\/a>, el pa\u00eds cuenta con cerca de 600.000 viviendas p\u00fablicas en alquiler, una cifra que representa alrededor del 3,3% del parque residencial, frente al promedio europeo cercano al 8%.<\/p>\n\n\n\n<p>El dato refleja una brecha estructural: aunque las entidades sociales ya gestionan una parte mayoritaria de este parque, Espa\u00f1a contin\u00faa lejos de pa\u00edses como Pa\u00edses Bajos, Reino Unido, Austria o Dinamarca, donde el sector de la vivienda social dispone de mayor escala, financiaci\u00f3n m\u00e1s estable y marcos regulatorios consolidados.<\/p>\n\n\n\n<p>El debate se produce en un momento clave para el mercado residencial, con el nuevo Plan Estatal de Vivienda 2026-2030 como referencia. El programa reconoce por primera vez la figura del \u201cproveedor social de vivienda\u201d, un concepto que puede abrir la puerta a una mayor colaboraci\u00f3n entre administraciones p\u00fablicas, fundaciones, ONG, cooperativas y empresas de lucro limitado.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">La vivienda protegida necesita m\u00e1s escala social<\/h2>\n\n\n\n<p>De acuerdo con el estudio de la C\u00e1tedra de Vivienda Digna y Sostenible de la Universidad Pompeu Fabra, unas 318.000 viviendas p\u00fablicas estar\u00edan gestionadas por entidades sociales. Sin embargo, el informe advierte de que esa dimensi\u00f3n sigue siendo limitada si se compara con los sistemas europeos m\u00e1s desarrollados.<\/p>\n\n\n\n<p>El trabajo analiza las diferencias de financiaci\u00f3n, gobernanza y modelo de negocio entre Espa\u00f1a y otros pa\u00edses, y estudia casos como H\u00e0bitat3 y Lumvra, vinculada a Provivienda. El diagn\u00f3stico apunta a una misma conclusi\u00f3n: para ampliar el alquiler asequible hace falta seguridad jur\u00eddica, capacidad inversora y una pol\u00edtica p\u00fablica de largo plazo.<\/p>\n\n\n\n<p>En este contexto, iniciativas como <a href=\"https:\/\/www.habitatinsulae.es\/ca\/genivs\/\" target=\"_blank\" rel=\"noopener\">GENIVS INSULAE<\/a> conectan con una tendencia europea basada en combinar impacto urbano, inversi\u00f3n social y gesti\u00f3n profesionalizada para aumentar la oferta residencial destinada a hogares con dificultades de acceso.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Vivienda, alquiler asequible y j\u00f3venes: el reto espa\u00f1ol<\/h2>\n\n\n\n<p>La presi\u00f3n sobre los precios del alquiler afecta especialmente a los <strong>j\u00f3venes<\/strong>, a las familias con rentas medias y bajas y a los hogares que no encuentran alternativas en el mercado libre. En Espa\u00f1a, el debate sobre financiaci\u00f3n, regulaci\u00f3n y posible acceso a instrumentos como un fondo europeo resulta cada vez m\u00e1s relevante para consolidar un ecosistema de vivienda social de mayor escala.<\/p>\n\n\n\n<p>Para avanzar, el sector reclama reglas claras, incentivos fiscales, financiaci\u00f3n estable y colaboraci\u00f3n p\u00fablico-social.
