El comisario de Energ\u00eda y Vivienda, Dan J\u00f8rgensen, ha defendido que los fondos comunitarios destinados a vivienda asequible deben orientarse de forma prioritaria a fines sociales y no convertirse en un incentivo general para la promoci\u00f3n privada.<\/p>\n<p>El mensaje fue trasladado en Malm\u00f6, Suecia, durante un acto celebrado por el centenario de la Uni\u00f3n Internacional de Inquilinos. All\u00ed, J\u00f8rgensen subray\u00f3 que el acceso a una vivienda digna se ha convertido en uno de los grandes retos sociales de la Uni\u00f3n Europea, especialmente para los <strong>j\u00f3venes<\/strong>, los hogares con rentas medias y bajas y las familias que viven en ciudades sometidas a una fuerte presi\u00f3n inmobiliaria.<\/p>\n<p>Seg\u00fan los datos citados por el comisario, el precio de la vivienda en la Uni\u00f3n Europea ha crecido en torno a un 60% desde 2013. Este encarecimiento ha reducido la capacidad de acceso al mercado residencial y ha reforzado la necesidad de nuevas herramientas p\u00fablicas, tanto financieras como regulatorias.<\/p>\n<h2>Fondos europeos para vivienda con finalidad social<\/h2>\n<p>J\u00f8rgensen defendi\u00f3 que cualquier incremento del <strong>fondo europeo<\/strong> destinado a vivienda debe concentrarse all\u00ed donde el mercado no ofrece una respuesta suficiente. Su planteamiento prioriza proyectos de <strong>alquiler asequible<\/strong>, vivienda protegida y soluciones residenciales dirigidas a colectivos con m\u00e1s dificultades de acceso.<\/p>\n<p>El comisario rechaz\u00f3 que estos recursos se interpreten como una ayuda directa a empresas constructoras. En su visi\u00f3n, la financiaci\u00f3n europea debe funcionar como una palanca de <strong>inversi\u00f3n social<\/strong>, orientada a corregir fallos del mercado y a ampliar la oferta residencial disponible para quienes no pueden acceder a una vivienda en condiciones razonables.<\/p>\n<p>Esta orientaci\u00f3n conecta con iniciativas que buscan medir el impacto real de la inversi\u00f3n en vivienda, como <a href=\"https:\/\/www.habitatinsulae.es\/ca\/genivs\/\" target=\"_blank\" rel=\"noopener\"><strong>GENIVS INSULAE<\/strong><\/a>, y con modelos centrados en el retorno social de los proyectos residenciales. En ese contexto, la vivienda protegida se consolida como una pieza clave para equilibrar desarrollo urbano, cohesi\u00f3n social y sostenibilidad financiera.<\/p>\n<h2>La vivienda protegida gana peso en la agenda europea<\/h2>\n<p>La Comisi\u00f3n Europea trabaja en una futura Ley de Vivienda Asequible, concebida como un marco com\u00fan para ayudar a los Estados miembros y a las ciudades a intervenir con mayor seguridad jur\u00eddica en mercados tensionados. La iniciativa forma parte del enfoque europeo para mejorar el acceso a residencia asequible y sostenible.<\/p>\n<p>Entre los objetivos planteados figura la identificaci\u00f3n de zonas de estr\u00e9s habitacional, una herramienta que permitir\u00eda aplicar medidas espec\u00edficas all\u00ed donde la presi\u00f3n sobre los precios y la falta de oferta residencial dificultan la permanencia de la poblaci\u00f3n local.<\/p>\n<p>Para las administraciones locales, este marco puede resultar decisivo. Muchas ciudades europeas reclaman m\u00e1s margen de actuaci\u00f3n para regular el uso residencial, movilizar suelo, impulsar vivienda protegida y limitar din\u00e1micas especulativas. La Comisi\u00f3n reconoce que este fen\u00f3meno puede reducir la oferta de alquiler residencial en zonas urbanas de alta demanda y contribuir al aumento de precios.<\/p>\n<p>J\u00f8rgensen defendi\u00f3 que las autoridades locales deben contar con margen para limitar este tipo de actividad en funci\u00f3n de sus necesidades. Entre las posibles medidas figuran los topes al n\u00famero de viviendas destinadas a uso tur\u00edstico o restricciones temporales en determinadas zonas.<\/p>\n<p>No obstante, el comisario descart\u00f3 una prohibici\u00f3n total a escala europea. La l\u00ednea de Bruselas apunta a regular el impacto del alquiler tur\u00edstico sin eliminar por completo una actividad que tambi\u00e9n puede generar beneficios econ\u00f3micos en determinados territorios.<\/p>\n<p>La posici\u00f3n europea sit\u00faa la residencia como un derecho b\u00e1sico y no solo como un activo financiero.
