




{"id":15619,"date":"2026-04-24T14:45:30","date_gmt":"2026-04-24T12:45:30","guid":{"rendered":"https:\/\/www.habitatinsulae.es\/?p=15619"},"modified":"2026-04-27T10:55:55","modified_gmt":"2026-04-27T08:55:55","slug":"el-gobierno-aprueba-plan-de-vivienda-con-7-000-millones","status":"publish","type":"post","link":"https:\/\/www.habitatinsulae.es\/ca\/el-gobierno-aprueba-plan-de-vivienda-con-7-000-millones\/","title":{"rendered":"El Gobierno aprueba plan de vivienda con 7.000 millones"},"content":{"rendered":"<p>El Gobierno ha aprobado el Plan Estatal de <strong>vivienda<\/strong> 2026-2030 con una inversi\u00f3n de 7.000 millones de euros para ampliar la oferta de vivienda protegida, impulsar la rehabilitaci\u00f3n residencial y reforzar las ayudas al alquiler asequible y a la emancipaci\u00f3n de los j\u00f3venes. El Ejecutivo sostiene que el objetivo es garantizar que los recursos p\u00fablicos se destinen al derecho a la vivienda y no a operaciones especulativas.<\/p>\n<p>La ministra de Vivienda y Agenda Urbana, Isabel Rodr\u00edguez, defendi\u00f3 tras el Consejo de Ministros que el nuevo marco supone un cambio estructural en la pol\u00edtica residencial. Seg\u00fan explic\u00f3, el Estado asumir\u00e1 el 60% del esfuerzo financiero total y, adem\u00e1s, cubrir\u00e1 \u00edntegramente la aportaci\u00f3n correspondiente a este a\u00f1o para acelerar el despliegue del plan y evitar retrasos en su aplicaci\u00f3n por parte de las comunidades aut\u00f3nomas.<\/p>\n<p>El programa se articula bajo el marco de la Ley por el Derecho a la Vivienda y prioriza especialmente a los colectivos con m\u00e1s dificultades de acceso, entre ellos j\u00f3venes, familias vulnerables y hogares afectados por la presi\u00f3n de precios en zonas tensionadas. En paralelo, el Gobierno quiere reforzar la transparencia del sistema de adjudicaci\u00f3n y el seguimiento del dinero p\u00fablico invertido.<\/p>\n<h2>Vivienda protegida y alquiler asequible, ejes del plan del Gobierno<\/h2>\n<p>El reparto presupuestario fija que el 40% de los fondos se destinar\u00e1 a incrementar de forma permanente la oferta de <strong>vivienda protegida<\/strong>, mientras que el 30% se dirigir\u00e1 a la rehabilitaci\u00f3n del parque ya existente. El 30% restante financiar\u00e1 ayudas al alquiler asequible, medidas para reducir la carga financiera de los hogares y programas vinculados a la emancipaci\u00f3n juvenil.<\/p>\n<p>Con este dise\u00f1o, el Ejecutivo busca que la inversi\u00f3n social tenga un efecto duradero sobre el mercado residencial. La intenci\u00f3n es que las promociones financiadas con fondos p\u00fablicos mantengan siempre su funci\u00f3n social y no puedan desviarse hacia din\u00e1micas especulativas. Esta orientaci\u00f3n conecta con iniciativas de transformaci\u00f3n urbana y acceso residencial como <a href=\"https:\/\/www.habitatinsulae.es\/ca\/genivs\/\" target=\"_blank\" rel=\"noopener\">GENIVS INSULAE<\/a>, centradas en una vivienda m\u00e1s estable, sostenible y accesible.<\/p>\n<p>El Gobierno tambi\u00e9n incorporar\u00e1 una cl\u00e1usula espec\u00edfica para que los procedimientos de adjudicaci\u00f3n de vivienda p\u00fablica sigan criterios objetivos, transparentes y p\u00fablicos. La medida llega despu\u00e9s de la pol\u00e9mica generada por algunos procesos de acceso a promociones asequibles en varias ciudades, que pusieron en cuesti\u00f3n la igualdad de oportunidades y la supervisi\u00f3n p\u00fablica.<\/p>\n<h2>Vivienda y rehabilitaci\u00f3n: control p\u00fablico y transparencia<\/h2>\n<p>El plan del Gobierno se apoya en tres grandes pilares: construir, rehabilitar y proteger. En la parte de rehabilitaci\u00f3n, el Ejecutivo prev\u00e9 ayudas espec\u00edficas para modernizar edificios, mejorar la eficiencia energ\u00e9tica y adaptar el parque residencial a nuevos est\u00e1ndares de sostenibilidad. De este modo, la pol\u00edtica de vivienda no solo busca aumentar la oferta, sino tambi\u00e9n elevar la calidad y la resiliencia del stock existente.<\/p>\n<p>Otra de las novedades es la creaci\u00f3n de canales de fiscalizaci\u00f3n semestral para supervisar el desarrollo de las actuaciones financiadas con dinero p\u00fablico. El Consejo Asesor de Vivienda evaluar\u00e1 adem\u00e1s cada a\u00f1o el grado de cumplimiento del plan, en un intento de reforzar la gobernanza y la rendici\u00f3n de cuentas. El Ejecutivo quiere evitar que la informaci\u00f3n del mercado dependa exclusivamente de plataformas privadas y avanzar hacia sistemas de datos p\u00fablicos m\u00e1s completos.<\/p>\n<p>Este enfoque encaja con modelos de <a href=\"https:\/\/www.habitatinsulae.es\/ca\/impacto-social\/\" target=\"_blank\" rel=\"noopener\">inversi\u00f3n social<\/a> que priorizan el inter\u00e9s general, la transparencia institucional y la protecci\u00f3n del parque p\u00fablico. Tambi\u00e9n enlaza con estrategias espec\u00edficas para facilitar el acceso de las nuevas generaciones, como las impulsadas en programas de <a href=\"https:\/\/www.habitatinsulae.es\/ca\/vivienda-joven\/\" target=\"_blank\" rel=\"noopener\">vivienda para j\u00f3venes<\/a>.<\/p>\n<h2>C\u00f3mo se reparte la inversi\u00f3n de vivienda por comunidades<\/h2>\n<p>En t\u00e9rminos territoriales, Andaluc\u00eda ser\u00e1 la comunidad con mayor dotaci\u00f3n del nuevo plan, con 1.197 millones de euros. Le siguen la Comunidad de Madrid, con 1.113 millones, y Catalu\u00f1a, con 1.015 millones. Tambi\u00e9n destacan la Comunidad Valenciana, que recibir\u00e1 798 millones, y Galicia, con 399 millones.<\/p>\n<p>Castilla y Le\u00f3n contar\u00e1 con 378 millones y Canarias con 371 millones. La Regi\u00f3n de Murcia dispondr\u00e1 de 308 millones, Castilla-La Mancha de 280 millones y Arag\u00f3n de 266 millones. La Rioja figura igualmente con 266 millones, mientras que Asturias tendr\u00e1 231 millones, Extremadura 210 millones, Baleares 168 millones y Cantabria 133 millones.<\/p>\n<p>En el caso de las ciudades aut\u00f3nomas, Ceuta y Melilla contar\u00e1n con 7 millones de euros cada una. El calendario previsto pasa ahora por reuniones t\u00e9cnicas bilaterales con las comunidades aut\u00f3nomas durante el cierre de abril y por una conferencia sectorial en mayo para aprobar el reparto territorial de fondos, con la previsi\u00f3n de desplegar los efectos del plan en el segundo semestre del a\u00f1o.<\/p>\n<p>Para ampliar contexto institucional sobre el marco comunitario de financiaci\u00f3n e inversi\u00f3n p\u00fablica, puede consultarse la informaci\u00f3n de la <a href=\"https:\/\/commission.europa.eu\/index_es\" target=\"_blank\" rel=\"noopener\">Comisi\u00f3n Europea<\/a>.
