La iniciativa movilizar\u00e1 7.000 millones de euros para ampliar la oferta de <strong>vivienda protegida<\/strong>, reforzar el <strong>alquiler asequible<\/strong> y mejorar la protecci\u00f3n de los colectivos con mayores dificultades de acceso.<\/p>\n<p>El programa se articula en tres grandes ejes: m\u00e1s construcci\u00f3n para elevar la oferta, m\u00e1s rehabilitaci\u00f3n para recuperar inmuebles ya existentes y m\u00e1s protecci\u00f3n para hogares vulnerables. El objetivo es aumentar el parque de vivienda p\u00fablica y asequible, al tiempo que se activan instrumentos para movilizar vivienda vac\u00eda y facilitar soluciones habitacionales con rentas limitadas.<\/p>\n<h2>Vivienda nueva: ayudas de hasta 102.000 euros<\/h2>\n<p>El plan refuerza la construcci\u00f3n de nueva vivienda p\u00fablica o desarrollada mediante colaboraci\u00f3n p\u00fablico-privada con subvenciones de hasta 85.000 euros por inmueble. Estas promociones deber\u00e1n mantener precios m\u00e1ximos de alquiler de 900 euros mensuales y car\u00e1cter protegido permanente, aunque en municipios de menos de 10.000 habitantes tambi\u00e9n se permitir\u00e1 la venta sin perder esa condici\u00f3n.<\/p>\n<p>Adem\u00e1s, se incorporan ayudas espec\u00edficas de hasta 8.000 euros para urbanizar suelos que reserven al menos un 40% a vivienda protegida. A ello se suma una l\u00ednea adicional de hasta 8.500 euros por inmueble para proyectos que utilicen t\u00e9cnicas de industrializaci\u00f3n, una f\u00f3rmula con la que la ayuda total puede alcanzar los 93.500 euros por vivienda nueva.<\/p>\n<p>En las zonas de mercado residencial tensionado, la subvenci\u00f3n podr\u00e1 elevarse hasta los 102.000 euros al a\u00f1adirse otra ayuda extra de hasta 8.500 euros destinada a contener los precios all\u00ed donde la presi\u00f3n del mercado es m\u00e1s intensa.<\/p>\n<h2>Vivienda cedida y rehabilitada para alquiler asequible<\/h2>\n<p>El plan tambi\u00e9n busca ampliar el parque p\u00fablico mediante la compra de viviendas a particulares por parte de las comunidades aut\u00f3nomas. En estos casos, la Administraci\u00f3n General del Estado financiar\u00e1 hasta el 70% del coste, porcentaje que podr\u00e1 subir al 85% si el inmueble se localiza en una zona tensionada, siempre con el compromiso de destinarlo a alquiler asequible con rentas m\u00e1ximas de 800 euros al mes.<\/p>\n<p>Otra de las medidas destacadas es la ayuda a los propietarios que cedan una vivienda a su comunidad aut\u00f3noma para que la administraci\u00f3n gestione su alquiler. La subvenci\u00f3n ser\u00e1 de hasta 17.000 euros, o de hasta 25.000 euros en zonas tensionadas, a cambio de que el inmueble se ofrezca a la ciudadan\u00eda con una renta m\u00e1xima de 600 euros mensuales. Adem\u00e1s, se prev\u00e9n hasta 12.000 euros para obras de reforma o rehabilitaci\u00f3n en estas viviendas cedidas.<\/p>\n<p>En materia de rehabilitaci\u00f3n, las ayudas alcanzar\u00e1n hasta 8.000 euros por vivienda para actuaciones estructurales, hasta 13.000 euros para accesibilidad y hasta 20.500 euros para eficiencia energ\u00e9tica. En cascos hist\u00f3ricos o inmuebles con protecci\u00f3n patrimonial, el apoyo adicional podr\u00e1 llegar a 30.000 euros, lo que sit\u00faa el respaldo total en hasta 50.000 euros. Tambi\u00e9n se crean l\u00edneas espec\u00edficas para movilizar vivienda vac\u00eda durante m\u00e1s de dos a\u00f1os, con subvenciones de hasta 30.000 euros por inmueble y de hasta 35.000 euros en el medio rural, siempre que se destinen al alquiler residencial asequible durante al menos cinco a\u00f1os.<\/p>\n<h2>Vivienda para j\u00f3venes y apoyo a hogares vulnerables<\/h2>\n<p>El tercer bloque del plan pone el foco en la protecci\u00f3n social. Los <strong>j\u00f3venes<\/strong> podr\u00e1n acceder a una ayuda al alquiler de hasta 300 euros mensuales, modulable por las comunidades aut\u00f3nomas. Adem\u00e1s, se habilita una subvenci\u00f3n de hasta 15.000 euros para menores de 35 a\u00f1os que compren o construyan su primera vivienda en municipios de hasta 10.000 habitantes, medida que tambi\u00e9n podr\u00e1 extenderse a localidades de hasta 20.000 habitantes afectadas por p\u00e9rdida de poblaci\u00f3n.<\/p>\n<p>El texto tambi\u00e9n incluye una l\u00ednea espec\u00edfica para mujeres v\u00edctimas de violencia de g\u00e9nero, con cobertura del alquiler de hasta 1.000 euros mensuales, ampliable por las autonom\u00edas, as\u00ed como una ayuda general al alquiler de 250 euros para hogares con recursos limitados.<\/p>\n<p>En paralelo a este debate sobre vivienda protegida, cobran relevancia f\u00f3rmulas de <strong>inversi\u00f3n social<\/strong>, colaboraci\u00f3n p\u00fablico-privada y proyectos vinculados a <strong>fondo europeo<\/strong> para ampliar el parque asequible. En ese contexto, tambi\u00e9n ganan visibilidad iniciativas como <a href=\"https:\/\/www.habitatinsulae.es\/ca\/genivs\/\" target=\"_blank\" rel=\"noopener\">GENIVS INSULAE<\/a>, propuestas de <a
