El movimiento confirma, adem\u00e1s, que la colaboraci\u00f3n p\u00fablico-privada contin\u00faa ganando peso como f\u00f3rmula para acelerar nueva oferta residencial con rentas limitadas.<\/p>\n<h2>Seis ofertas v\u00e1lidas para 13 parcelas y una concesi\u00f3n a 70 a\u00f1os<\/h2>\n<p>La segunda fase del programa contempla la adjudicaci\u00f3n onerosa de los derechos de superficie sobre <strong>13 parcelas municipales<\/strong> por un plazo de <strong>70 a\u00f1os<\/strong>. Aunque el valor estimado del contrato se sit\u00faa en 685.000 euros y el presupuesto base de licitaci\u00f3n asciende a 828.850 euros con impuestos incluidos, el verdadero alcance econ\u00f3mico del proceso reside en la inversi\u00f3n que deber\u00e1n asumir los adjudicatarios para construir y gestionar posteriormente las promociones.<\/p>\n<p>La operaci\u00f3n busca levantar un nuevo parque de <strong>vivienda asequible en Madrid<\/strong> con destino al alquiler protegido. La mesa de contrataci\u00f3n entendi\u00f3 que la comunicaci\u00f3n a la EMVS se realiz\u00f3 fuera de plazo y, adem\u00e1s, a una direcci\u00f3n de correo distinta a la indicada en el pliego, lo que motiv\u00f3 la inadmisi\u00f3n de la oferta.<\/p>\n<p>En el caso de <strong>Genivs<\/strong>, su presencia en este concurso encaja con la estrategia de inversi\u00f3n de impacto vinculada a vivienda protegida y alquiler asequible que la firma viene defendiendo en el mercado. El proceso se sigue con atenci\u00f3n en el sector porque la necesidad de <strong>alquiler asequible<\/strong> sigue creciendo y cualquier nueva promoci\u00f3n p\u00fablica o semip\u00fablica tiene un efecto directo sobre la capacidad de respuesta del mercado.<\/p>\n<p>M\u00e1s all\u00e1 de la pugna empresarial, esta licitaci\u00f3n vuelve a poner sobre la mesa una cuesti\u00f3n de fondo: la dificultad de generar nueva oferta protegida a la velocidad que exige la demanda.
