




{"id":15556,"date":"2026-04-09T16:48:40","date_gmt":"2026-04-09T14:48:40","guid":{"rendered":"https:\/\/www.habitatinsulae.es\/?p=15556"},"modified":"2026-04-13T16:48:52","modified_gmt":"2026-04-13T14:48:52","slug":"vivienda-plan-vive-prioriza-5-anos-en-madrid","status":"publish","type":"post","link":"https:\/\/www.habitatinsulae.es\/ca\/vivienda-plan-vive-prioriza-5-anos-en-madrid\/","title":{"rendered":"Vivienda: Plan Vive prioriza 5 a\u00f1os en Madrid"},"content":{"rendered":"<p>La Comunidad de Madrid ha aprobado una modificaci\u00f3n del Plan Vive para priorizar el acceso a <strong>vivienda<\/strong> asequible a quienes acrediten al menos cinco a\u00f1os de empadronamiento en el municipio donde se ubique la promoci\u00f3n o desarrollen all\u00ed su actividad laboral. La reforma tambi\u00e9n introduce cambios en los criterios econ\u00f3micos y de adjudicaci\u00f3n con el objetivo de ampliar el n\u00famero de beneficiarios y agilizar la ocupaci\u00f3n de las viviendas disponibles.<\/p>\n<p>La actualizaci\u00f3n normativa, impulsada por la Consejer\u00eda de Vivienda, Transportes e Infraestructuras, modifica el decreto 84\/2020 y ampl\u00eda adem\u00e1s el \u00e1mbito de actuaci\u00f3n del Ejecutivo auton\u00f3mico. A partir de ahora, podr\u00e1n incorporarse parcelas situadas en suelos de otras administraciones p\u00fablicas adscritas a la Comunidad de Madrid, incluidos ayuntamientos, lo que permitir\u00e1 generar m\u00e1s suelo para nuevos desarrollos residenciales de alquiler asequible.<\/p>\n<p>Esta reordenaci\u00f3n del programa refuerza la estrategia regional de promoci\u00f3n de <a href=\"https:\/\/www.habitatinsulae.es\/ca\/genivs\/\" target=\"_blank\" rel=\"noopener\">vivienda protegida<\/a> y de acceso habitacional para colectivos con mayores dificultades, especialmente j\u00f3venes y familias con ingresos medios. En paralelo, tambi\u00e9n gana peso el enfoque de <a href=\"https:\/\/www.habitatinsulae.es\/ca\/impacto-social\/\" target=\"_blank\" rel=\"noopener\">inversi\u00f3n social<\/a> ligado a nuevos modelos de desarrollo urbano.<\/p>\n<h2>Prioridad de acceso en el Plan Vive<\/h2>\n<p>La principal novedad del decreto es el nuevo sistema de preferencia para adjudicar los inmuebles. En primer lugar, tendr\u00e1n prioridad quienes acrediten un m\u00ednimo de cinco a\u00f1os de empadronamiento en el municipio o trabajen en \u00e9l. En segundo t\u00e9rmino, se situar\u00e1n los solicitantes con al menos diez a\u00f1os de residencia acreditada en la Comunidad de Madrid. Despu\u00e9s quedar\u00e1 el resto de personas empadronadas.<\/p>\n<p>Este esquema sustituye al criterio anterior, que exig\u00eda un m\u00ednimo de tres a\u00f1os, y eleva el peso del arraigo territorial como factor de acceso. La medida se alinea con la futura regulaci\u00f3n de <strong>vivienda protegida<\/strong>, actualmente en tramitaci\u00f3n, que prev\u00e9 exigir cinco a\u00f1os de residencia para acceder al alquiler y diez a\u00f1os para la compra, bastando con que uno de los miembros de la unidad familiar cumpla la condici\u00f3n.<\/p>\n<p>En el caso de los hogares gestionados por la Agencia de Vivienda Social, no habr\u00e1 cambios en el criterio general: seguir\u00e1 siendo necesario acreditar diez a\u00f1os de empadronamiento en la Comunidad de Madrid, de los cuales al menos tres deber\u00e1n ser consecutivos e inmediatamente anteriores a la solicitud.<\/p>\n<h2>Vivienda asequible: m\u00e1s ingresos permitidos y m\u00e1s suelo<\/h2>\n<p>La reforma tambi\u00e9n flexibiliza los requisitos econ\u00f3micos para facilitar el acceso a una <strong>vivienda<\/strong> en alquiler asequible. En las unidades familiares de dos miembros, los umbrales de ingresos se ampl\u00edan entre 1,5 y 5,5 veces el IPREM en las viviendas de precio b\u00e1sico, y entre 1,5 y 7,5 veces el IPREM en las de precio limitado.<\/p>\n<p>Con esta modificaci\u00f3n, la Comunidad de Madrid pretende que un mayor n\u00famero de ciudadanos pueda cumplir las condiciones exigidas y optar a una promoci\u00f3n del Plan Vive. Adem\u00e1s, se permitir\u00e1 utilizar los datos fiscales m\u00e1s recientes disponibles y se admitir\u00e1n declaraciones responsables cuando se hayan producido cambios relevantes en la situaci\u00f3n econ\u00f3mica de los solicitantes.<\/p>\n<p>Otro de los cambios relevantes es la ampliaci\u00f3n del suelo disponible para levantar nuevas promociones. La incorporaci\u00f3n de parcelas procedentes de otras administraciones p\u00fablicas permitir\u00e1 aumentar la capacidad del programa y acelerar nuevas actuaciones vinculadas al <a href=\"https:\/\/www.habitatinsulae.es\/ca\/vivienda-joven\/\" target=\"_blank\" rel=\"noopener\">acceso a vivienda para j\u00f3venes<\/a> y otros perfiles con necesidad residencial.<\/p>\n<h2>M\u00e1s transparencia en la vivienda p\u00fablica y nuevas entregas<\/h2>\n<p>La nueva normativa incorpora tambi\u00e9n medidas para reforzar la gesti\u00f3n y la transparencia en los procesos de adjudicaci\u00f3n. Entre ellas destaca la publicaci\u00f3n permanente de las listas de solicitantes en la web del concesionario, con acceso desde la p\u00e1gina institucional, de forma que la informaci\u00f3n pueda actualizarse de manera continua y los interesados conozcan en todo momento la evoluci\u00f3n del procedimiento.<\/p>\n<p>El texto tambi\u00e9n busca optimizar la ocupaci\u00f3n de los inmuebles. Para ello, se contempla la reasignaci\u00f3n de viviendas inicialmente reservadas a cupos espec\u00edficos, como v\u00edctimas de violencia contra la mujer o personas asiladas, cuando queden vacantes. Junto a ello, se reducen los plazos de adjudicaci\u00f3n para agilizar la entrada de nuevos inquilinos.<\/p>\n<p>Seg\u00fan los datos facilitados por el Ejecutivo auton\u00f3mico, el Plan Vive ha permitido ya la entrega de 5.211 pisos en alquiler asequible. A esa cifra se sumar\u00e1n m\u00e1s de 3.000 viviendas cuya construcci\u00f3n concluir\u00e1 a partir de junio, reforzando la oferta p\u00fablica y colaborativa en un momento de fuerte presi\u00f3n sobre el mercado residencial madrile\u00f1o.<\/p>\n<p>Para ampliar informaci\u00f3n institucional sobre el programa, puede consultarse el portal oficial de la <a href=\"https:\/\/www.comunidad.madrid\/plan-vive\" target=\"_blank\" rel=\"noopener\">Comunidad de Madrid<\/a>. Tambi\u00e9n resulta \u00fatil seguir iniciativas vinculadas al desarrollo de <strong>alquiler asequible<\/strong>, <strong>fondo europeo<\/strong> e innovaci\u00f3n social en el acceso
