El objetivo es facilitar nuevas promociones y reducir barreras administrativas. La entidad considera que la acumulaci\u00f3n de exigencias t\u00e9cnicas, urban\u00edsticas y constructivas est\u00e1 dificultando el desarrollo de proyectos orientados al acceso residencial de familias y <strong>j\u00f3venes<\/strong>.<\/p>\n<p>Seg\u00fan su planteamiento, resulta necesario introducir mayor flexibilidad en aspectos no esenciales de terminaci\u00f3n o equipamiento. Especialmente cuando se trata de iniciativas vinculadas a <strong>vivienda protegida<\/strong> o f\u00f3rmulas de <strong>alquiler asequible<\/strong>. A su juicio, la normativa vigente no diferencia con suficiente claridad entre:<br \/>\n&#8211; la vivienda libre,<br \/>\n&#8211; vivienda protegida<br \/>\n&#8211; vivienda asequible<br \/>\nTampoco entre promociones ubicadas en \u00e1reas urbanas consolidadas y aquellas situadas en entornos rurales o de baja densidad.<\/p>\n<h2>Sevilla necesita una normativa m\u00e1s clara<\/h2>\n<p>Sevilla Activa sostiene que una de las prioridades debe ser aclarar el marco legal de la colaboraci\u00f3n p\u00fablico-privada. La empresa p\u00fablica advierte de que el sistema jur\u00eddico estatal mezcla conceptos distintos. Ya que no separa de forma n\u00edtida la figura del contratista de la administraci\u00f3n de la del socio. Tampoco del colaborador que participa en proyectos inmobiliarios asumiendo inversi\u00f3n y riesgo compartido.<\/p>\n<p>En este contexto, la entidad defiende una cooperaci\u00f3n m\u00e1s estrecha entre administraciones y agentes privados. As\u00ed se agilicen promociones residenciales con vocaci\u00f3n social. Este enfoque encaja con modelos de <a href=\"https:\/\/www.habitatinsulae.es\/ca\/genivs\/\" target=\"_blank\" rel=\"noopener\">GENIVS INSULAE<\/a> y otras estrategias ligadas a la <a href=\"https:\/\/www.habitatinsulae.es\/ca\/impacto-social\/\" target=\"_blank\" rel=\"noopener\">inversi\u00f3n social<\/a>, orientadas a ampliar la oferta habitacional y reforzar la funci\u00f3n p\u00fablica de la vivienda.<\/p>\n<h2>Vivienda asequible en municipios rurales y de baja densidad<\/h2>\n<p>La empresa p\u00fablica tambi\u00e9n plantea explorar alternativas adaptadas al medio rural y a municipios con menor densidad de poblaci\u00f3n. Ubicaciones donde los costes iniciales pueden frenar la puesta en marcha de nuevas promociones. Entre las opciones propuestas figura la vivienda progresiva o la autoconstrucci\u00f3n asistida.<\/p>\n<p>Este modelo parte de una intervenci\u00f3n inicial de las administraciones o de los promotores para desarrollar la infraestructura b\u00e1sica y la estructura esencial de la vivienda. Despu\u00e9s, los compradores completan las terminaciones interiores y las mejoras de manera gradual, en funci\u00f3n de su capacidad econ\u00f3mica. Con ello, se pretende reducir el coste de acceso y acompasar la inversi\u00f3n al ritmo real de cada hogar.<\/p>\n<h2>La vivienda protegida debe centrarse en el acceso b\u00e1sico<\/h2>\n<p>Otro de los puntos sobre los que Sevilla Activa pide reflexi\u00f3n es el propio concepto de vivienda asequible. La entidad defiende que las pol\u00edticas p\u00fablicas deben priorizar el acceso a una vivienda digna y segura, separando este objetivo de elementos complementarios que pueden elevar el precio final.<\/p>\n<p>En esa l\u00ednea, considera que garajes, trasteros u otras dotaciones adicionales podr\u00edan tratarse como elementos opcionales.
