Nasuvinsa ha avanzado en el procedimiento para constituir una futura empresa de capital mixto con la apertura de las ofertas presentadas, una operaci\u00f3n que busca acelerar la promoci\u00f3n de nuevas viviendas mediante colaboraci\u00f3n p\u00fablico-privada y ampliar la capacidad de respuesta ante la creciente dificultad de acceso al mercado libre del alquiler. Esta f\u00f3rmula ya figuraba en el plan de medidas para la zona de mercado tensionado de Navarra como una de las herramientas previstas para ampliar la oferta asequible.<\/p>\n<p>Seg\u00fan la informaci\u00f3n difundida este 6 de marzo, la Mesa de Contrataci\u00f3n se constituy\u00f3 el 4 de marzo de 2026 para evaluar las propuestas presentadas en el procedimiento de selecci\u00f3n del socio privado que participar\u00e1 con Nasuvinsa en la creaci\u00f3n de la nueva sociedad de capital mixto. El objetivo es poner en marcha promociones de vivienda protegida en r\u00e9gimen de arrendamiento asequible y reforzar as\u00ed la pol\u00edtica p\u00fablica de vivienda del Gobierno de Navarra.<\/p>\n<h2>Dos ofertas en liza para una sociedad de capital mixto orientada al alquiler asequible<\/h2>\n<p>Durante la sesi\u00f3n se procedi\u00f3 a la apertura, a trav\u00e9s de la Plataforma de Licitaci\u00f3n Electr\u00f3nica de Navarra, del sobre correspondiente a la documentaci\u00f3n general y a los criterios sujetos a juicio de valor. Al procedimiento concurren dos candidaturas: por un lado, Grupo MVRE; por otro, un grupo de empresas liderado por Grupo SALAS, con ALAS como patrimonialista y Guinot Prunera\/Althena como gestora especializada en alquiler social.<\/p>\n<p>La mesa acord\u00f3 revisar la documentaci\u00f3n administrativa y avanzar en el an\u00e1lisis t\u00e9cnico de ambas propuestas. Ese examen ser\u00e1 clave para determinar qu\u00e9 operador privado acompa\u00f1ar\u00e1 a Nasuvinsa en una sociedad dise\u00f1ada para promover vivienda protegida de alquiler asequible con una estructura estable de colaboraci\u00f3n entre sector p\u00fablico y sector privado.<\/p>\n<p>La iniciativa encaja con una hoja de ruta m\u00e1s amplia del Ejecutivo foral, que ya hab\u00eda identificado la creaci\u00f3n de una empresa mixta de vivienda como una palanca para aumentar la capacidad promotora y ampliar el parque asequible. En el resumen oficial del plan de medidas para la zona de mercado tensionado de Navarra se recoge expresamente esta v\u00eda como actuaci\u00f3n estrat\u00e9gica.<\/p>\n<h2>Navarra refuerza la colaboraci\u00f3n p\u00fablico-privada en vivienda protegida<\/h2>\n<p>La futura empresa mixta pretende convertirse en una herramienta operativa para acelerar la construcci\u00f3n de vivienda protegida destinada al arrendamiento asequible. El planteamiento responde a una l\u00f3gica cada vez m\u00e1s extendida en Espa\u00f1a: combinar suelo, capacidad institucional y objetivos p\u00fablicos con inversi\u00f3n y gesti\u00f3n especializada para ganar velocidad de ejecuci\u00f3n sin renunciar al control social del destino de los activos.<\/p>\n<p>El propio marco normativo navarro ha reforzado en los \u00faltimos meses el papel del alquiler asequible dentro de la pol\u00edtica de vivienda. La Ley Foral 9\/2025 para el Derecho a la Vivienda en Navarra recoge expresamente este r\u00e9gimen y perfila sus destinatarios y condiciones de acceso, consolidando la base jur\u00eddica sobre la que se apoya esta nueva etapa de colaboraci\u00f3n p\u00fablico-privada.<\/p>\n<p>En ese contexto, el movimiento de Nasuvinsa no es aislado. Forma parte de una estrategia m\u00e1s amplia para aumentar la oferta residencial accesible en una comunidad que tambi\u00e9n ha buscado respaldo europeo y nuevos instrumentos de financiaci\u00f3n para ampliar su parque protegido. Habitat Insulae ya analiz\u00f3 ese giro en <a href=\"https:\/\/www.habitatinsulae.es\/ca\/navarra-se-suma-a-la-iniciativa-ue-por-vivienda-asequible\/\">Navarra se suma a la iniciativa UE por vivienda asequible<\/a>, donde se detallaba la voluntad de consolidar una senda estable de inversi\u00f3n social en vivienda.<\/p>\n<h2>Una f\u00f3rmula que gana peso ante la presi\u00f3n del mercado del alquiler<\/h2>\n<p>La creaci\u00f3n de esta sociedad de capital mixto tambi\u00e9n refleja una tendencia de fondo: la necesidad de recurrir a estructuras m\u00e1s flexibles y profesionalizadas para responder a un mercado del alquiler cada vez m\u00e1s tensionado. Con una demanda creciente y un parque asequible insuficiente, las administraciones buscan f\u00f3rmulas capaces de acortar plazos, movilizar recursos y mantener el foco en el alquiler social o asequible a largo plazo.<\/p>\n<p>Ese debate no se limita a Navarra. Otras administraciones y actores del sector est\u00e1n impulsando modelos parecidos, apoyados en inversi\u00f3n de impacto, colaboraci\u00f3n institucional y gesti\u00f3n profesional del parque residencial.
