El comisionado de Vivienda del Ayuntamiento, Joan Ramon Riera, ha cargado contra el modelo residencial de Madrid al considerar que est\u00e1 empujando a parte de la poblaci\u00f3n hacia la periferia, mientras que la presidenta de la Fundaci\u00f3 H\u00e0bitat3, Carme Trilla, ha reclamado recuperar la reserva del 30% de vivienda protegida en nuevas promociones. El mensaje de fondo es claro: sin una intervenci\u00f3n m\u00e1s decidida de la Administraci\u00f3n y sin compromisos del sector privado, el acceso a la vivienda asequible seguir\u00e1 deterior\u00e1ndose. <\/p>\n<p>Las declaraciones se produjeron este viernes, 6 de marzo de 2026, en el foro <em>Barcelona 2026: vivienda, personas y prioridades del presupuesto municipal<\/em>, organizado por InfoLibre, en un contexto marcado por el encarecimiento del alquiler, la presi\u00f3n demogr\u00e1fica y la dificultad de los trabajadores y j\u00f3venes para permanecer en las grandes ciudades. <\/p>\n<h2>Barcelona contrapone su modelo de vivienda a una din\u00e1mica de expulsi\u00f3n urbana<\/h2>\n<p>Durante su intervenci\u00f3n, Riera sostuvo que resulta inasumible normalizar que los hogares con menos recursos tengan que abandonar el centro urbano por el alza de precios. A su juicio, la ciudad debe preservar la mezcla social y garantizar alternativas habitacionales reales para quienes no pueden acceder al mercado libre. Seg\u00fan explic\u00f3, los portales inmobiliarios ofrecen una fotograf\u00eda parcial del mercado y pueden responder a intereses privados, por lo que anim\u00f3 a reforzar observatorios oficiales y registros de fianzas de alquiler, como los ya existentes en Catalunya. La presidenta de H\u00e0bitat3 defendi\u00f3 que la vivienda asequible no puede recaer \u00fanicamente sobre el sector p\u00fablico y record\u00f3 que, hist\u00f3ricamente, una parte muy relevante de la vivienda protegida se impuls\u00f3 sobre suelo privado. <\/p>\n<p>Su planteamiento apunta a un modelo de corresponsabilidad entre administraciones y promotores para aumentar el parque asequible de forma sostenida. Barcelona quiere reforzar su papel como ciudad que interviene, planifica y regula para evitar procesos de expulsi\u00f3n residencial, mientras crece la presi\u00f3n para ampliar el parque protegido y blindar el alquiler asequible. <\/p>\n<p>La discusi\u00f3n sobre la reserva del 30%, la fiabilidad de los datos y el papel del sector p\u00fablico anticipa nuevos choques pol\u00edticos, pero tambi\u00e9n abre una ventana para revisar las herramientas disponibles.
