Seg\u00fan el proyecto de Presupuestos del <em>Govern<\/em> en tramitaci\u00f3n en el <em>Parlament.<\/em> Del total, 1.900 millones se reservan para pol\u00edticas de <strong>vivienda. <\/strong>As\u00ed pues, el objetivo es responder a la emergencia habitacional y ampliar el parque p\u00fablico.\u00a0<\/p>\n<p>La consellera <strong>S\u00edlvia Paneque<\/strong> defendi\u00f3 que se trata del proyecto \u201cm\u00e1s ambicioso de la historia\u201d del departamento. Tambi\u00e9n reiter\u00f3 la voluntad del Ejecutivo de buscar acuerdos. En ese marco, apel\u00f3 a <strong>ERC<\/strong> para facilitar la aprobaci\u00f3n de unas cuentas. Las que, a su juicio, recogen medidas compartidas y alineadas con los pactos de investidura.\u00a0<\/p>\n<h2>Vivienda: ayudas al alquiler asequible y j\u00f3venes<\/h2>\n<p>La partida de <strong>vivienda<\/strong> se estructura con 1.250 millones de recursos propios. Adem\u00e1s de los 650 millones vinculados al <em>Institut Catal\u00e0 de Finances<\/em> (ICF). El foco incluye:<br \/>&#8211; ayudas al alquiler<br \/>&#8211; compra para j\u00f3venes<br \/>&#8211; alquiler social<br \/>&#8211; refuerzo de mecanismos de prevenci\u00f3n de desahucios en Catalunya<\/p>\n<p>Entre las medidas destacadas, se prev\u00e9 aumentar de 200 a 300 millones las ayudas al alquiler para ampliar el alcance de las prestaciones. Adem\u00e1s, se destinan 50 millones a pr\u00e9stamos sin intereses para j\u00f3venes orientados a la compra de vivienda, 30 millones para el fondo de alquiler social y 16 millones para la futura oficina antidesahucios pactada con los <em>Comuns<\/em>.<\/p>\n<p>M\u00e1s informaci\u00f3n sobre iniciativas vinculadas a j\u00f3venes y acceso a la vivienda: <a href=\"https:\/\/www.habitatinsulae.es\/ca\/vivienda-joven\/\" target=\"_blank\" rel=\"noopener\">programas de vivienda joven<\/a>.<\/p>\n<h2>M\u00e1s vivienda protegida en Catalunya: parque p\u00fablico, rehabilitaci\u00f3n y Pla de Barris<\/h2>\n<p>Para incrementar el parque p\u00fablico, el proyecto contempla 150 millones en subvenciones y bonificaciones a privados y en construcci\u00f3n directa a trav\u00e9s del <em>Incas\u00f2l.<\/em> A esto se suman 224 millones para la compra de viviendas mediante tanteo y retracto, con el fin de aumentar la oferta de <strong>vivienda protegida<\/strong> y asequible.<\/p>\n<p>En rehabilitaci\u00f3n, se prev\u00e9n 120 millones (incluidos 5 millones para municipios peque\u00f1os). Adem\u00e1s, el <em>Pla de Barris<\/em> duplicar\u00e1 recursos y alcance: contar\u00e1 con 400 millones y permitir\u00e1 inversiones en hasta 40 barrios al a\u00f1o, con actuaciones urban\u00edsticas orientadas a mejorar el entorno residencial.<\/p>\n<p>Contexto y enfoque de inversi\u00f3n social aplicada a vivienda y territorio: <a href=\"https:\/\/www.habitatinsulae.es\/ca\/impacto-social\/\" target=\"_blank\" rel=\"noopener\">impacto social<\/a> y <a href=\"https:\/\/www.habitatinsulae.es\/ca\/genivs\/\" target=\"_blank\" rel=\"noopener\">GENIVS INSULAE<\/a>.<\/p>\n<h2>Transporte, infraestructuras y transici\u00f3n verde e h\u00eddrica<\/h2>\n<p>El presupuesto consolidado para promoci\u00f3n del transporte p\u00fablico de Catalunya asciende a 2.049 millones. Las transferencias principales a las <em>Autoritats del Transport Metropolit\u00e0 <\/em>ser\u00e1n: <br \/>&#8211; Barcelona (1.152 millones)<br \/>&#8211; Camp de Tarragona (22)<br \/>&#8211; Girona (17)<br \/>&#8211; Lleida (6)<br \/>Tambi\u00e9n se reservan 60 millones para subvencionar concesionarias de buses interurbanos plan. El\u00a0 plan de choque asciende a 21 millones para 131 actuaciones de mejora.<\/p>\n<p>En infraestructuras, el presupuesto consolidado alcanza 2.244 millones. La principal apuesta se concentra en proyectos ferroviarios (1.491 millones), con inversiones como la L8 de FGC, la L9 del Metro, el tranv\u00eda del Camp de Tarragona y la conexi\u00f3n del <em>Tram<\/em> por la <em>Diagonal<\/em>, adem\u00e1s del refuerzo de contratos de gesti\u00f3n de <em>Rodalies<\/em>. En carreteras se prev\u00e9n 35 millones en inversiones nuevas y 516 millones para mantenimiento, y 44,5 millones para puertos y aeropuertos de la r <em>Generalitat.<\/em><\/p>\n<p>En transici\u00f3n verde e h\u00eddrica, se contemplan 983 millones para pol\u00edtica del agua (con 537 millones para la <em>Ag\u00e8ncia Catalana de l\u2019Aigua<\/em> y 370 para el sistema Ter-Llobregat). Por otro lado, en transici\u00f3n energ\u00e9tica, el presupuesto consolidado suma 900 millones para autoconsumo, fotovoltaica, comunidades energ\u00e9ticas y puntos de recarga, adem\u00e1s de
