




{"id":15411,"date":"2026-02-23T11:53:28","date_gmt":"2026-02-23T09:53:28","guid":{"rendered":"https:\/\/www.habitatinsulae.es\/?p=15411"},"modified":"2026-02-27T11:53:46","modified_gmt":"2026-02-27T09:53:46","slug":"zaragoza-acelera-vivienda-en-barrios-rurales-con-un-cambio-del-pgou","status":"publish","type":"post","link":"https:\/\/www.habitatinsulae.es\/ca\/zaragoza-acelera-vivienda-en-barrios-rurales-con-un-cambio-del-pgou\/","title":{"rendered":"Zaragoza acelera vivienda en barrios rurales con un cambio del PGOU"},"content":{"rendered":"<p>El Pleno del Ayuntamiento de Zaragoza ha aprobado de forma inicial una modificaci\u00f3n parcial del Plan General de Ordenaci\u00f3n Urbana (PGOU) para <strong>agilizar la construcci\u00f3n de vivienda en los barrios rurales<\/strong> y abrir nuevas palancas para <strong>impulsar vivienda p\u00fablica<\/strong> en el conjunto del t\u00e9rmino municipal. La propuesta \u2014identificada como <strong>Modificaci\u00f3n Aislada TR24\/16<\/strong>\u2014 incorpora cinco medidas t\u00e9cnicas para adaptar el planeamiento heredado del ciclo expansivo de principios de los 2000 a las necesidades actuales, seg\u00fan el Gobierno municipal.<\/p>\n<h2>Qu\u00e9 se ha aprobado y c\u00f3mo qued\u00f3 la votaci\u00f3n: TR24\/16, una \u201cmodificaci\u00f3n quir\u00fargica\u201d con cinco medidas<\/h2>\n<p>La aprobaci\u00f3n inicial ha salido adelante tras incorporar una enmienda de Vox en el dictamen de Urbanismo. En la votaci\u00f3n, <strong>PP y Vox<\/strong> han apoyado la iniciativa y <strong>PSOE y ZeC<\/strong> se han abstenido.<\/p>\n<p>El consejero municipal de Urbanismo, <strong>V\u00edctor Serrano<\/strong>, ha defendido la modificaci\u00f3n como una oportunidad para avanzar en vivienda \u2014con <strong>2.303 viviendas<\/strong> en distintos tr\u00e1mites, seg\u00fan indic\u00f3\u2014 y para permitir que donde el planeamiento \u201cno lo permite\u201d se pueda construir de forma m\u00e1s sostenible. Uno de los mensajes clave es el cambio de escala: pasar de operaciones \u201cde mil en mil\u201d a desarrollos de menor tama\u00f1o, m\u00e1s realistas y ejecutables por fases.<\/p>\n<h2>El objetivo: desbloquear suelo, permitir desarrollos por fases y reequilibrar densidades entre barrios rurales y el interior de la Z-40<\/h2>\n<p>El n\u00facleo de la TR24\/16 busca <strong>flexibilizar la gesti\u00f3n urban\u00edstica<\/strong> para que propietarios y promotores puedan desarrollar el suelo <strong>en unidades m\u00e1s peque\u00f1as y viables<\/strong>, sin exigir grandes urbanizaciones de una sola vez. El planteamiento, tal y como lo explica el Ayuntamiento, pretende acompasar la urbanizaci\u00f3n a la demanda real y evitar costes iniciales inasumibles, especialmente en \u00e1mbitos de baja densidad.<\/p>\n<p>Otra de las claves es el <strong>reequilibrio de densidades<\/strong>: ajustar par\u00e1metros en zonas donde \u201cno tienen sentido\u201d \u2014como algunos barrios rurales\u2014 y habilitar el traslado de aprovechamientos a \u00e1reas con mayor demanda, como el <strong>interior de la Z-40<\/strong>. Esta posibilidad ha concentrado buena parte del debate pol\u00edtico: mientras Urbanismo la presenta como un mecanismo de equilibrio y viabilidad, desde la oposici\u00f3n se advierte de su potencial efecto tractor hacia las zonas m\u00e1s rentables.<\/p>\n<h2>Vivienda p\u00fablica y alquiler asequible: suelos dotacionales, equipamientos y nuevas f\u00f3rmulas<\/h2>\n<p>La modificaci\u00f3n tambi\u00e9n incorpora v\u00edas para <strong>ampliar la vivienda p\u00fablica de alquiler asequible<\/strong> dentro de la ciudad consolidada, incluyendo mecanismos en suelos dotacionales p\u00fablicos y la posibilidad de encajar vivienda sobre parcelas de equipamiento (con excepciones como las deportivas o escolares), manteniendo los metros de dotaci\u00f3n previstos.
