El Partido Popular (PP) ha solicitado la comparecencia en el Congreso del presidente del Instituto de Cr\u00e9dito Oficial (ICO), Manuel Illueca. La meta es que detalle la gesti\u00f3n del fondo soberano \u2018Espa\u00f1a Crece\u2019. Este fue anunciado por el presidente del Gobierno, Pedro S\u00e1nchez. Su objetivo es impulsar la vivienda<\/strong> y financiar la construcci\u00f3n de hasta 15.000 viviendas al a\u00f1o.<\/p>\n

Seg\u00fan el PP, el ICO ser\u00e1 el organismo encargado de ejecutar este instrumento. Por tanto reclama explicaciones sobre:
– los criterios de control,
– la asignaci\u00f3n concreta de recursos
– el denominado \u201cefecto multiplicador\u201d. Seg\u00fan el cual, el Ejecutivo sostiene que el fondo podr\u00eda movilizar en total hasta 120.000 millones de euros.<\/p>\n

Vivienda y control: el PP pide criterios y plazos<\/h2>\n

En su escrito, los \u2018populares\u2019 denuncian que el Gobierno no ha precisado \u201ccriterios, condiciones ni plazos\u201d para constituir el fondo. Tampoco para activar los recursos asociados. A su juicio, esta falta de concreci\u00f3n genera incertidumbre en el tejido productivo que podr\u00eda acceder a la financiaci\u00f3n.\u00a0 Especialmente cuando los fondos Next Generation de la Uni\u00f3n Europea se acercan a su cierre.<\/p>\n

El PP tambi\u00e9n cuestiona que la gesti\u00f3n recaiga en el ICO y cr\u00edtica la ejecuci\u00f3n de anteriores programas. En paralelo, el debate se produce en un contexto de demanda creciente de alquiler asequible<\/strong>, especialmente para j\u00f3venes<\/strong>, y de necesidad de reforzar mecanismos de inversi\u00f3n social<\/strong> que impulsen vivienda p\u00fablica y vivienda protegida<\/strong>.<\/p>\n

Vivienda protegida: preguntas por el \u201cefecto multiplicador\u201d<\/h2>\n

Adem\u00e1s de la comparecencia, el Grupo Popular ha registrado 37 preguntas escritas para que el Ejecutivo detalle la metodolog\u00eda econ\u00f3mica utilizada para estimar el efecto multiplicador que permitir\u00eda alcanzar la cifra de 120.000 millones.<\/p>\n

Sobre el objetivo de 15.000 viviendas anuales, el PP pide aclaraciones sobre la financiaci\u00f3n anunciada \u201423.000 millones con cargo al fondo\u2014 y pregunta por qu\u00e9 se destina a vivienda una cantidad inferior a la de recursos a los que, seg\u00fan su cr\u00edtica, se habr\u00eda renunciado recientemente en l\u00edneas vinculadas a fondos europeos orientadas a vivienda social.<\/p>\n

Transparencia en vivienda: beneficiarios, evaluaci\u00f3n y supervisi\u00f3n<\/h2>\n

Entre los asuntos planteados, el PP pregunta si \u2018Espa\u00f1a Crece\u2019 busca sustituir recursos u objetivos del Plan de Recuperaci\u00f3n y qu\u00e9 mecanismos adicionales se aplicar\u00e1n para asegurar transparencia, concurrencia, publicidad de beneficiarios, criterios de adjudicaci\u00f3n, seguimiento, evaluaci\u00f3n de impacto y control independiente.<\/p>\n

En este escenario, iniciativas de impacto y colaboraci\u00f3n p\u00fablico-privada orientadas a la vivienda y la cohesi\u00f3n social \u2014como GENIVS INSULAE<\/a>, los programas de impacto social<\/a> o propuestas centradas en vivienda joven<\/a>\u2014 vuelven a situarse en el centro del debate econ\u00f3mico y parlamentario.<\/p>\n
