Con esa idea, el fundador y presidente de Metropolitan House, Rafael Angulo, compareci\u00f3 ante la Comisi\u00f3n de Vivienda del Congreso. All\u00ed reclam\u00f3: &#8211; menos burocracia<br \/>\n&#8211; menos carga fiscal<br \/>\n&#8211; m\u00e1s suelo p\u00fablico<br \/>\nTodo esto con el fin de ampliar la oferta de <strong>vivienda protegida<\/strong> y de <strong>alquiler asequible<\/strong> para j\u00f3venes y familias.<\/p>\n<h2>M\u00e1s vivienda protegida: suelo p\u00fablico y menos burocracia<\/h2>\n<p>Durante su intervenci\u00f3n, Angulo advirti\u00f3 de un desajuste estructural entre la demanda y la oferta. Seg\u00fan los datos que expuso, en Espa\u00f1a se construyen casi 100.000 hogares al a\u00f1o frente a los 200.000 nuevos anuales. Adem\u00e1s, se\u00f1al\u00f3 que solo una parte reducida corresponde a vivienda protegida. Tambi\u00e9n que el parque de Vivienda de Protecci\u00f3n Oficial (VPO) sigue lejos de la media europea.<\/p>\n<p>El directivo sostuvo que el problema de acceso a la vivienda \u201cno es solo de precios\u201d. Incluso de la falta de oferta, exceso de tr\u00e1mites y desconfianza hacia promotores privados con orientaci\u00f3n social. En ese contexto, pidi\u00f3 acelerar licencias y procedimientos y reducir cargas fiscales. Lo que a su juicio, encarecen cada promoci\u00f3n de VPO.<\/p>\n<p>Entre sus propuestas, reclam\u00f3 que las administraciones cedan <strong>suelo p\u00fablico<\/strong> mediante derecho de superficie a largo plazo. Esto para desarrollar proyectos de <strong>vivienda protegida<\/strong>, y que se impulsen de forma inmediata planes parciales ya aprobados. Tambi\u00e9n plante\u00f3 elevar el porcentaje de VPO en nuevos desarrollos urban\u00edsticos. Hasta un rango del 50% al 60% para reforzar la viabilidad econ\u00f3mica y el acceso real a la vivienda.<\/p>\n<h2>J\u00f3venes: alquiler asequible y acceso progresivo<\/h2>\n<p>Angulo alert\u00f3 de las consecuencias sociales de la crisis del sector: dificultades de emancipaci\u00f3n, familias obligadas a vivir hacinadas y efectos demogr\u00e1ficos asociados al descenso de la natalidad. A su entender, la pol\u00edtica p\u00fablica debe priorizar el acceso de los <strong>j\u00f3venes<\/strong> a soluciones estables y asumibles.<\/p>\n<p>En esa l\u00ednea, defendi\u00f3 un modelo de <strong>alquiler asequible<\/strong> para menores de 40 a\u00f1os, con residencias de uno o dos dormitorios a precios moderados, y un itinerario hacia la propiedad a partir de esa edad. El objetivo, afirm\u00f3, ser\u00eda evitar que, durante la jubilaci\u00f3n, una parte significativa de las pensiones se destine de forma permanente al pago del alquiler.<\/p>\n<p>Para ampliar contexto sobre iniciativas de vivienda enfocadas en poblaci\u00f3n joven, puede consultarse <a href=\"https:\/\/www.habitatinsulae.es\/ca\/vivienda-joven\/\" target=\"_blank\" rel=\"noopener\">este enfoque de vivienda joven<\/a>.<\/p>\n<h2>GENIVS INSULAE: fondo regulado con inversi\u00f3n social<\/h2>\n<p>En la misma sesi\u00f3n, Angulo anunci\u00f3 la creaci\u00f3n de <strong>GENIVS INSULAE<\/strong>, definida como una iniciativa para impulsar el \u201cprimer fondo regulado\u201d con <strong>inversi\u00f3n social<\/strong>. Seg\u00fan explic\u00f3, el veh\u00edculo se centrar\u00eda en <strong>vivienda protegida<\/strong> de alquiler para j\u00f3venes sobre suelo p\u00fablico, operando mediante derecho de superficie o concesi\u00f3n administrativa.<\/p>\n<p>Tambi\u00e9n indic\u00f3 que entidades como Provivienda y Fundaci\u00f3n H\u00e1bitat3 se incorporan al proyecto como gestoras de las viviendas, con el objetivo de reforzar la dimensi\u00f3n social y la gesti\u00f3n especializada del parque residencial resultante.<\/p>\n<p>M\u00e1s informaci\u00f3n relacionada con el enfoque de impacto puede verse en <a href=\"https:\/\/www.habitatinsulae.es\/ca\/impacto-social\/\" target=\"_blank\" rel=\"noopener\">impacto social<\/a> y en la p\u00e1gina de <a href=\"https:\/\/www.habitatinsulae.es\/ca\/genivs\/\" target=\"_blank\" rel=\"noopener\">GENIVS<\/a>.
