El documento, registrado ante la Direcci\u00f3n General de Transici\u00f3n Energ\u00e9tica y Econom\u00eda Circular, busca aterrizar el nuevo modelo urbano que sustituir\u00e1 al PGOUM de 1997 con medidas operativas y seguimiento verificable.<\/p>\n<h2>Claves del PEM: vivienda, salud y movilidad sostenible<\/h2>\n<p>La FRAVM valora positivamente que el borrador incorpore l\u00edneas previas planteadas por las asociaciones vecinales: infraestructura verde y azul, reequilibrio territorial, mejora de herramientas p\u00fablicas para <a href=\"https:\/\/www.habitatinsulae.es\/ca\/vivienda-joven\/\" target=\"_blank\" rel=\"noopener\">vivienda asequible para j\u00f3venes<\/a> y atenci\u00f3n a la movilidad sostenible. No obstante, reclama alternativas reales, indicadores contrastables y evaluaciones de impacto en salud p\u00fablica.<\/p>\n<p>La federaci\u00f3n subraya que el PEM debe incluir mecanismos de seguimiento anuales y p\u00fablicos, adem\u00e1s de un enfoque de <a href=\"https:\/\/www.habitatinsulae.es\/ca\/impacto-social\/\" target=\"_blank\" rel=\"noopener\">inversi\u00f3n social con impacto medible<\/a>, y alinear la planificaci\u00f3n con estrategias de adaptaci\u00f3n urbana y refugios clim\u00e1ticos.<\/p>\n<h2>Medidas espec\u00edficas: vivienda asequible, amianto y clima<\/h2>\n<p>Entre las propuestas espec\u00edficas destacan un inventario de elementos con amianto y un programa de retirada; la actualizaci\u00f3n del Plan de Movilidad Ciclista con calendario y presupuesto; y un cap\u00edtulo de salud ambiental con medidas contra el ruido, las islas de calor y las consecuencias de grandes eventos.<\/p>\n<p>La FRAVM plantea crear una \u201cCasa de Campo del Este\u201d en las Lagunas de Ambroz; definir una red ecol\u00f3gica (verde y azul) continua; proteger el Arroyo de la Gavia; y planificar una senda de cierre de la incineraci\u00f3n en Valdeming\u00f3mez con medidas de transici\u00f3n. Tambi\u00e9n sugiere un inventario p\u00fablico de suelos vacantes y degradados, un programa de recuperaci\u00f3n y una estrategia de log\u00edstica urbana de bajas emisiones.<\/p>\n<p>En materia de acceso a la <strong>vivienda<\/strong>, la federaci\u00f3n insiste en reforzar el parque p\u00fablico y el <strong>alquiler asequible<\/strong>, con especial atenci\u00f3n a <strong>j\u00f3venes<\/strong> y familias, y en aprovechar instrumentos de colaboraci\u00f3n y modelos innovadores como los que impulsa <a href=\"https:\/\/www.habitatinsulae.es\/ca\/genivs\/\" target=\"_blank\" rel=\"noopener\">GENIVS INSULAE<\/a> en clave de <strong>inversi\u00f3n social<\/strong>.<\/p>\n<h2>Seguimiento ambiental y red ecol\u00f3gica<\/h2>\n<p>La organizaci\u00f3n reclama indicadores claros, anuales y p\u00fablicos para el programa de seguimiento ambiental del PEM, as\u00ed como transparencia y participaci\u00f3n vecinal.
