El parque de <strong>viviendas<\/strong>\u00a0asequible se ha reducido y la demanda crece, con especial impacto en <a href=\"https:\/\/www.habitatinsulae.es\/ca\/vivienda-joven\/\" target=\"_blank\" rel=\"noopener\">j\u00f3venes<\/a> y rentas medias-bajas. La comparaci\u00f3n europea tambi\u00e9n es desfavorable: la vivienda social en Espa\u00f1a apenas supone el 1,3% del total. La media comunitaria del 3,2%.<\/p>\n<h2>Viviendas protegidas: ca\u00edda hist\u00f3rica de producci\u00f3n y acceso<\/h2>\n<p>En la \u00faltima d\u00e9cada se han entregado menos de 86.000 VPO, frente a periodos como 1997\u201398 o 2004\u201312. A\u00f1os que se superaron las 159.000 y 552.000 unidades, respectivamente. La necesidad estimada ronda las 700.000 viviendas asequibles.<\/p>\n<p>La clave es el precio limitado: en Madrid o Barcelona, viviendas protegidas de 80 m\u00b2 tienen topes en 232.000\u2013240.000 \u20ac . Mientras que el precio medio de un inmueble comparable en el mercado libre asciende a 388.000 y 358.000 euros, respectivamente. Esta diferencia explica por qu\u00e9 la VPO es vista como herramienta esencial de <a href=\"https:\/\/www.habitatinsulae.es\/ca\/impacto-social\/\" target=\"_blank\" rel=\"noopener\">inversi\u00f3n social<\/a> y acceso.<\/p>\n<h2>Falta de inversi\u00f3n y financiaci\u00f3n para la vivienda<\/h2>\n<p>El 79% de las VPO entregadas desde 2015 las promueve el sector privado y solo el 21% la administraci\u00f3n. La insuficiencia de inversi\u00f3n p\u00fablica \u2014muy desigual entre territorios\u2014 y la menor financiaci\u00f3n privada desde la crisis de 2008 han reducido capacidad productiva y tejido constructor.<\/p>\n<p>El retroceso del cr\u00e9dito al sector promotor \u2014del 44% del PIB en 2007 a alrededor del 7%\u2014 y la desaparici\u00f3n de las cajas de ahorros limitaron el impulso de VPO. Hoy, reactivar la oferta exige capital paciente, partenariados p\u00fablico-privados y aprovechar el <a href=\"https:\/\/www.habitatinsulae.es\/ca\/genivs\/\" target=\"_blank\" rel=\"noopener\">modelo GENIVS INSULAE<\/a> como referencia de colaboraci\u00f3n e impacto.<\/p>\n<p>En paralelo, la UE ofrece instrumentos para impulsar <em>alquiler asequible<\/em> y rehabilitaci\u00f3n. Un <a href=\"https:\/\/commission.europa.eu\/index_es\" target=\"_blank\" rel=\"noopener\">fondo europeo<\/a> espec\u00edfico o pol\u00edticas de cohesi\u00f3n y BEI podr\u00edan acelerar la producci\u00f3n de vivienda protegida.<\/p>\n<h2>Desclasificaci\u00f3n y suelo: dos cuellos de botella de la vivienda<\/h2>\n<p>La desclasificaci\u00f3n de VPO \u2014permitida en la mayor\u00eda de comunidades\u2014 ha trasladado millones de unidades al mercado libre. Esto impide consolidar un parque estable. El debate enfrenta el ahorro patrimonial familiar con la necesidad de mantener precios limitados de por vida.<\/p>\n<p>El suelo de Espa\u00f1a dispone de grandes bolsas clasificadas, pero la urbanizaci\u00f3n y los plazos son de 10-20 a\u00f1os.
