Su objetivo es claro: m\u00e1s <em>vivienda protegida<\/em> y alquiler asequible. Tambi\u00e9n impulsa la rehabilitaci\u00f3n y refuerza la seguridad jur\u00eddica. Esta nace tras un proceso de di\u00e1logo y planificaci\u00f3n iniciado en 2019.<\/p>\n<h2>Objetivos de la ley: vivienda protegida y rehabilitaci\u00f3n<\/h2>\n<p>La norma fija <em>\u00e1reas prioritarias<\/em> con dificultad de acceso a la <strong>vivienda<\/strong>. En estas zonas se concentrar\u00e1n:<\/p>\n<ul>\n<li>Ayudas al alquiler.<\/li>\n<li>Apoyos a la compra.<\/li>\n<li>Incentivos a la construcci\u00f3n y a la <strong>rehabilitaci\u00f3n<\/strong>.<\/li>\n<\/ul>\n<p>Se crea un inventario \u00fanico de viviendas p\u00fablicas. Tambi\u00e9n se integrar\u00e1 las de la Junta y las municipales. Por tanto, el fin es usar mejor el parque ya existente.<\/p>\n<p>Habr\u00e1 una Comisi\u00f3n T\u00e9cnica de Calidad de la Vivienda en Andaluc\u00eda que promover\u00e1 eficiencia energ\u00e9tica e h\u00eddrica. Al mismo tiempo se apoyar\u00e1 la industrializaci\u00f3n de la construcci\u00f3n. La sostenibilidad ser\u00e1 social, ambiental y econ\u00f3mica. A todo esto la ley conecta con la <a href=\"https:\/\/www.habitatinsulae.es\/ca\/impacto-social\/\" target=\"_blank\" rel=\"noopener\">inversi\u00f3n social<\/a> europea.<\/p>\n<h2>Colaboraci\u00f3n p\u00fablico-privada y suelo para vivienda en Andaluc\u00eda<\/h2>\n<p>La Junta refuerza la colaboraci\u00f3n p\u00fablico-privada. Usar\u00e1 concesiones y subvenciones. Se crear\u00e1 una comisi\u00f3n espec\u00edfica para nuevas f\u00f3rmulas. La meta es acelerar promociones a precio asequible.<\/p>\n<p>Aparte se prev\u00e9n permutas de suelo por <strong>vivienda<\/strong> y desarrollo de suelos. Tambi\u00e9n se busca equilibrio entre venta y alquiler, a la vez que se\u00a0protege el uso residencial habitual.<\/p>\n<p>El Decreto-ley previo sum\u00f3 m\u00e1s de 80 municipios. Es decir, cinco millones de personas. Lo que permiti\u00f3 subir densidad y edificabilidad si eran protegidas. La nueva ley consolida estas medidas.<\/p>\n<p>La bolsa de suelos para <em>VIVIENDA PROTEGIDA<\/em> seguir\u00e1 creciendo. Hoy hay suelo para m\u00e1s de 40.000 VPO en los 13 grandes municipios. M\u00e1s localidades podr\u00e1n incorporarse.<\/p>\n<p>Este enfoque encaja con proyectos de gesti\u00f3n responsable como <a href=\"https:\/\/www.habitatinsulae.es\/ca\/genivs\/\" target=\"_blank\" rel=\"noopener\">GENIVS INSULAE<\/a>. Tambi\u00e9n refuerza programas de <a href=\"https:\/\/www.habitatinsulae.es\/ca\/vivienda-joven\/\" target=\"_blank\" rel=\"noopener\">vivienda joven<\/a> y <em>alquiler asequible<\/em>. Es compatible con el <em>fondo europeo<\/em> y otras ayudas.<\/p>\n<h2>Seguridad jur\u00eddica y simplificaci\u00f3n administrativa<\/h2>\n<p>La ley combate la ocupaci\u00f3n ilegal y la sobreocupaci\u00f3n. Incluso crea una Comisi\u00f3n de Coordinaci\u00f3n en desahucios a la par que ofrecer\u00e1 asesoramiento y canales de informaci\u00f3n. Adem\u00e1s, participar\u00e1n consejer\u00edas y organismos p\u00fablicos.<\/p>\n<p>Se refuerza la seguridad jur\u00eddica de los propietarios a la vez que se simplifican tr\u00e1mites para promotores. Por otra parte, la norma unifica el marco auton\u00f3mico. Derogando cuatro leyes: 2005, 2010, 2013 y 2018. As\u00ed reduce burocracia y acelera licencias.<\/p>\n<p>La pol\u00edtica de <strong>vivienda<\/strong> mantiene medidas activas. Sigue el Plan Vive en Andaluc\u00eda. La Ley del Suelo (LISTA) agiliza proyectos. El aval \u201cGarant\u00eda Vivienda Andaluc\u00eda\u201d facilita la primera compra.<\/p>\n<p>El presupuesto auton\u00f3mico creci\u00f3 de forma sostenida hasta los 740 millones de euros.
