El comisario europeo de Vivienda, Dan Jorgensen, adelant\u00f3 que la Comisi\u00f3n presentar\u00e1 este a\u00f1o un plan dentro de una futura Ley de <strong>vivienda asequible<\/strong> con una \u201ccaja de herramientas\u201d para que las autoridades regulen los alquileres de corta duraci\u00f3n en <em>zonas tensionadas<\/em>, sin imponer una prohibici\u00f3n general en toda la UE.<\/p>\n<h2>Vivienda: criterios para zonas tensionadas y seguridad jur\u00eddica<\/h2>\n<p>El Ejecutivo comunitario fijar\u00e1 criterios comunes para identificar \u00e1reas tensionadas y otorgar <strong>seguridad jur\u00eddica<\/strong> a las medidas locales. La propuesta no dictar\u00e1 \u201cobligaciones uniformes\u201d, sino un marco que permita a ciudades y regiones actuar seg\u00fan su realidad nacional y territorial, evitando definiciones homog\u00e9neas que puedan resultar enga\u00f1osas.<\/p>\n<p>Entre las herramientas barajadas figuran <strong>topes de noches<\/strong> alquiladas al a\u00f1o, <strong>restricciones por temporada<\/strong> \u2014por ejemplo, uso tur\u00edstico en verano y <em>alojamiento estudiantil<\/em> el resto\u2014 y la <strong>diferenciaci\u00f3n entre anfitriones profesionales y no profesionales<\/strong>, clave ante la \u201cprofesionalizaci\u00f3n\u201d del negocio y la compra de edificios completos que desplaza a residentes.<\/p>\n<h2>Vivienda: datos, fiscalidad y lucha contra la especulaci\u00f3n<\/h2>\n<p>Jorgensen subray\u00f3 que la <strong>especulaci\u00f3n<\/strong> y el uso de inmuebles con fines exclusivamente financieros presionan el mercado residencial y advirti\u00f3 de que, mientras sea rentable mantener <strong>viviendas vac\u00edas<\/strong>, los especuladores persistir\u00e1n. El comisario reconoci\u00f3 <strong>lagunas de datos<\/strong> y falta de transparencia para medir el fen\u00f3meno, y defendi\u00f3 una base emp\u00edrica s\u00f3lida antes de nuevas medidas. La <strong>fiscalidad<\/strong> se contempla como herramienta disuasoria, si bien corresponde principalmente a los Estados miembro.<\/p>\n<p>Bruselas insiste en que no existe una <em>soluci\u00f3n \u00fanica<\/em> para toda la Uni\u00f3n y que el plan ofrecer\u00e1 marco y herramientas para que cada pa\u00eds decida c\u00f3mo actuar. En paralelo, la UE estudia v\u00edas de <strong>inversi\u00f3n social<\/strong> y <strong>fondo europeo<\/strong> que impulsen oferta de <a href=\"https:\/\/www.habitatinsulae.es\/ca\/genivs\/\" target=\"_blank\" rel=\"noopener\">vivienda protegida<\/a> y <a href=\"https:\/\/www.habitatinsulae.es\/ca\/impacto-social\/\" target=\"_blank\" rel=\"noopener\">proyectos con impacto social<\/a>, claves para ampliar el <strong>alquiler asequible<\/strong> y mejorar el acceso de los <strong>j\u00f3venes<\/strong>. Tambi\u00e9n se anima a seguir iniciativas como <a href=\"https:\/\/www.habitatinsulae.es\/ca\/vivienda-joven\/\" target=\"_blank\" rel=\"noopener\">programas de vivienda joven<\/a>.<\/p>\n<h2>Pr\u00f3ximos pasos y enlaces de inter\u00e9s<\/h2>\n<p>La propuesta de la Comisi\u00f3n se enmarcar\u00e1 en la pol\u00edtica de <strong>vivienda<\/strong> europea durante el a\u00f1o en curso y deber\u00e1 debatirse con el Parlamento y el Consejo. Para seguimiento institucional, consulte la <a href=\"https:\/\/commission.europa.eu\/\" target=\"_blank\" rel=\"noopener\">Comisi\u00f3n Europea<\/a>.
