Desde ahora, todas las viviendas con uso residencial deben cumplir el <strong>tope de precios<\/strong>, con independencia de la duraci\u00f3n del contrato, y en los alquileres de temporada ser\u00e1 obligatorio indicar la finalidad del contrato y acreditarla, seg\u00fan la Conselleria de Territorio, Vivienda y Transici\u00f3n Ecol\u00f3gica.<\/p>\n<h2>Qu\u00e9 cambia en la vivienda de temporada y por habitaciones<\/h2>\n<p>El texto publicado en el DOGC incorpora herramientas para ordenar el mercado:<\/p>\n<p>\u2022 Obligaci\u00f3n de respetar el \u00edndice de referencia del alquiler en todas las viviendas con uso residencial, incluidos los contratos de temporada y de habitaciones.<\/p>\n<p>\u2022 Deber de <em>declarar y justificar<\/em> la causa temporal (trabajo, estudios, tratamiento m\u00e9dico, etc.) en los contratos de temporada.<\/p>\n<p>\u2022 Refuerzo de la inspecci\u00f3n: los inspectores pasan a ser agentes de la autoridad y se precisan sus funciones.<\/p>\n<p>\u2022 Creaci\u00f3n del Registro de grandes tenedores y de la Comisi\u00f3n de Supervisi\u00f3n de Contratos de Arrendamiento de Vivienda para coordinar y vigilar el cumplimiento de la normativa.<\/p>\n<p>\u2022 Aumento de la <strong>reserva de suelo de vivienda protegida<\/strong> en nuevos planeamientos, con el objetivo de impulsar <a href=\"https:\/\/www.habitatinsulae.es\/ca\/impacto-social\/\" target=\"_blank\" rel=\"noopener\">inversi\u00f3n social<\/a> y parque p\u00fablico.<\/p>\n<h2>Impacto en la vivienda: tope de precios y control del mercado<\/h2>\n<p>La declaraci\u00f3n de zonas de mercado residencial tensionado ha frenado el ritmo de subida de precios respecto a municipios no tensados, de acuerdo con los datos de fianzas depositadas en el Incas\u00f2l. El Govern subraya que las medidas buscan ampliar el parque de <strong>alquiler asequible<\/strong> para <a href=\"https:\/\/www.habitatinsulae.es\/ca\/vivienda-joven\/\" target=\"_blank\" rel=\"noopener\">j\u00f3venes<\/a> y hogares vulnerables, y facilitar que los ayuntamientos combinen instrumentos locales con financiaci\u00f3n p\u00fablica, incluida la posible captaci\u00f3n de <em>fondo europeo<\/em> para vivienda.<\/p>\n<p>El enfoque se alinea con marcos de innovaci\u00f3n p\u00fablica como <a href=\"https:\/\/www.habitatinsulae.es\/ca\/genivs\/\" target=\"_blank\" rel=\"noopener\">GENIVS INSULAE<\/a>, que promueven la colaboraci\u00f3n p\u00fablico-privada y la eficiencia energ\u00e9tica en la promoci\u00f3n y rehabilitaci\u00f3n residencial.<\/p>\n<h2>Datos: enfriamiento de precios y 13.000 familias con contratos prorrogados<\/h2>\n<p>Desde el primer trimestre de 2024 hasta el segundo trimestre de 2025 se han incorporado 24.518 nuevas viviendas en alquiler habitual y permanente en los municipios tensados.
