La operaci\u00f3n se encuadra en el nuevo Plan de Recuperaci\u00f3n y permite utilizar <strong>fondo europeo<\/strong>.<\/p>\n<h2>Capital reforzado y capacidad de cr\u00e9dito: foco en vivienda y pymes<\/h2>\n<p>La aportaci\u00f3n elevar\u00e1 el capital del ICO desde los 5.700 millones actuales hasta m\u00e1s de 15.000 millones, situ\u00e1ndolo como el cuarto banco del pa\u00eds por fondos propios, por detr\u00e1s de CaixaBank, Santander y BBVA, y por delante de Banco Sabadell. Con este m\u00fasculo, el <strong>ICO<\/strong> podr\u00e1 movilizar <strong>m\u00e1s de 100.000 millones<\/strong> en financiaci\u00f3n, con un calendario que prev\u00e9 ejecutar el refuerzo antes del pr\u00f3ximo verano.<\/p>\n<p>El objetivo es corregir fallos de mercado y atender necesidades no cubiertas por la banca, canalizando recursos hacia proyectos de <a href=\"https:\/\/www.habitatinsulae.es\/ca\/impacto-social\/\" target=\"_blank\" rel=\"noopener\">impacto social<\/a>, transici\u00f3n verde y digital, y programas espec\u00edficos de <a href=\"https:\/\/www.habitatinsulae.es\/ca\/vivienda-joven\/\" target=\"_blank\" rel=\"noopener\">vivienda para j\u00f3venes<\/a> y alquiler asequible.<\/p>\n<h2>Complementariedad con la banca y nuevos instrumentos<\/h2>\n<p>El Ejecutivo subraya que el reforzado ICO no pretende competir con la banca privada, sino <strong>complementar<\/strong> su actividad mediante avales, coinversi\u00f3n y <em>private equity<\/em> para iniciativas innovadoras y empresas sin historial crediticio o activos en garant\u00eda. El sector financiero ve sentido en que el ICO act\u00fae donde hay mayor riesgo tecnol\u00f3gico o de arranque, multiplicando la capacidad crediticia sin sustituir al cr\u00e9dito bancario tradicional.<\/p>\n<p>El instituto avanzar\u00e1 en productos bajo control reforzado \u2014tras experiencias pasadas de banca directa\u2014 y con una nueva pol\u00edtica de inversi\u00f3n auditada por Bruselas. Queda expresamente vetada la financiaci\u00f3n de <strong>sectores industriales contaminantes<\/strong>.<\/p>\n<h2>Lecciones en vivienda protegida y redise\u00f1o del plan<\/h2>\n<p>El Gobierno reconoce que la ampliaci\u00f3n de la l\u00ednea de pr\u00e9stamos ICO para impulsar <strong>vivienda protegida<\/strong> en alquiler \u00abya no es alcanzable\u00bb por falta de demanda y por la cautela de las entidades ante la <strong>inseguridad jur\u00eddica<\/strong> en el mercado del alquiler. Pese a ello, la <strong>vivienda<\/strong> seguir\u00e1 siendo eje del nuevo plan estrat\u00e9gico del ICO, que deber\u00e1 coordinarse con promotores y administraciones para que la financiaci\u00f3n p\u00fablica sea efectiva.<\/p>\n<p>Espa\u00f1a remitir\u00e1 a la Comisi\u00f3n un informe antes del 31 de agosto de 2026 con las medidas aplicadas, los productos financieros lanzados y las actuaciones previstas.
