La actuaci\u00f3n, cofinanciada mediante el <em>Plan de Recuperaci\u00f3n<\/em>, se enmarca en la estrategia estatal para incrementar el parque asequible en <strong>zonas tensionadas<\/strong> y facilitar el acceso a j\u00f3venes y familias con rentas medias.<\/p>\n<h2>Un modelo de alquiler asequible para zonas tensionadas<\/h2>\n<p>La visita institucional ha servido para visibilizar un modelo de producci\u00f3n de vivienda protegida en alquiler que combina financiaci\u00f3n p\u00fablica, gesti\u00f3n profesional y criterios de eficiencia energ\u00e9tica. El objetivo es <strong>ampliar la oferta<\/strong> en \u00e1reas con presi\u00f3n de precios y estabilizar el mercado del alquiler a trav\u00e9s de promociones con precios moderados, contratos estables y est\u00e1ndares de calidad.<\/p>\n<p>En ese marco, el Gobierno subraya que la Ley de Vivienda aporta herramientas para <strong>ordenar el mercado<\/strong>, incentivar la incorporaci\u00f3n de viviendas al alquiler y fortalecer la colaboraci\u00f3n con administraciones auton\u00f3micas y locales. La actuaci\u00f3n en Salburua ilustra la hoja de ruta: m\u00e1s oferta protegida, mayor transparencia y acceso real para quienes <strong>no pueden competir<\/strong> en el mercado libre.<\/p>\n<h2>Impacto en j\u00f3venes, parque p\u00fablico y cooperaci\u00f3n p\u00fablico-privada<\/h2>\n<p>Las 152 viviendas visitadas forman parte de un esfuerzo m\u00e1s amplio por elevar la <strong>producci\u00f3n sostenida<\/strong> de vivienda en alquiler asequible y consolidar un parque p\u00fablico estable. La prioridad es que <strong>j\u00f3venes<\/strong>, trabajadores con rentas medias y familias con necesidades espec\u00edficas encuentren opciones a precios previsibles, con especial atenci\u00f3n a la rehabilitaci\u00f3n energ\u00e9tica y a la <strong>gesti\u00f3n profesionalizada<\/strong> del arrendamiento.<\/p>\n<p>Para escalar este modelo, el Ejecutivo defiende la cooperaci\u00f3n con el sector privado y el tercer sector, as\u00ed como una planificaci\u00f3n urbana que agilice suelo, tr\u00e1mites y licencias. En este terreno, iniciativas de impacto social como <a href=\"https:\/\/www.habitatinsulae.es\/ca\/\" target=\"_blank\" rel=\"noopener\">Genius Insulae<\/a> convergen con la prioridad p\u00fablica de <strong>ensanchar el parque asequible<\/strong>, impulsar est\u00e1ndares ESG y estabilizar precios en \u00e1reas tensionadas.<\/p>\n<p>La estrategia tambi\u00e9n contempla elevar la transparencia del mercado mediante datos de precios m\u00e1s fiables y reforzar la <strong>seguridad jur\u00eddica<\/strong> de los arrendamientos, al tiempo que se prioriza la permanencia de la calificaci\u00f3n protegida para evitar que la vivienda social termine engrosando el mercado libre con el paso de los a\u00f1os.<\/p>\n<h2>Contexto vasco y pr\u00f3xima agenda de vivienda<\/h2>\n<p>El Pa\u00eds Vasco, con una larga tradici\u00f3n de vivienda protegida, aspira a acelerar la producci\u00f3n en alquiler y a fortalecer la gesti\u00f3n del parque existente.
