En este contexto, el presidente del Instituto de Cr\u00e9dito Oficial (ICO), Manuel Illueca, defiende dar un paso m\u00e1s: pasar de medidas aisladas a una <strong>industria sostenida de producci\u00f3n de vivienda en alquiler asequible<\/strong>, con financiaci\u00f3n estable, reglas claras y una colaboraci\u00f3n p\u00fablico-privada que permita escalar proyectos y acelerar su entrega.<\/p>\n<h2>Del parche a la pol\u00edtica industrial: financiaci\u00f3n paciente y reglas claras<\/h2>\n<p>Illueca plantea que Espa\u00f1a necesita un marco que trascienda los ciclos pol\u00edticos y las ayudas puntuales. Su enfoque pasa por combinar <strong>financiaci\u00f3n a largo plazo<\/strong>, instrumentos de <strong>garant\u00eda<\/strong> y veh\u00edculos de inversi\u00f3n que faciliten la entrada de capital privado en proyectos de alquiler asequible. El objetivo: <strong>aumentar la oferta<\/strong>, reducir plazos y aportar previsibilidad al sector.<\/p>\n<p>La receta incorpora <em>build to rent<\/em>, colaboraci\u00f3n con promotores especializados y ayuntamientos, as\u00ed como <strong>suelo bien localizado<\/strong> con seguridad jur\u00eddica. Illueca subraya que solo con una <strong>cadena de producci\u00f3n estable<\/strong> \u2014que incluya licitaciones \u00e1giles, est\u00e1ndares t\u00e9cnicos claros y financiaci\u00f3n competitiva\u2014 se podr\u00e1 atender la demanda de j\u00f3venes, familias trabajadoras y nuevos hogares.<\/p>\n<p>El ICO, como banca p\u00fablica de inversi\u00f3n, puede actuar de \u201cbisagra\u201d entre lo p\u00fablico y lo privado: estructurar pr\u00e9stamos mayoristas, coinvertir en fondos orientados a alquiler asequible y articular programas de garant\u00edas que reduzcan el riesgo y el coste financiero de los proyectos. El marco, adem\u00e1s, integra <strong>mejores pr\u00e1cticas<\/strong>: gobernanza exigente, m\u00e9tricas de impacto social y verificaci\u00f3n independiente del destino social de las viviendas.<\/p>\n<h2>Escalar la producci\u00f3n: industrializaci\u00f3n, tiempos de obra y alquiler social<\/h2>\n<p>Para acelerar la entrega sin renunciar a la calidad, Illueca aboga por <strong>construcci\u00f3n industrializada<\/strong> y soluciones modulares que reduzcan plazos y sobrecostes. Este enfoque, unido a una planificaci\u00f3n urban\u00edstica orientada a la mezcla de usos y a la gesti\u00f3n profesional de los inmuebles, permite <strong>contener rentas<\/strong> y mantener est\u00e1ndares energ\u00e9ticos y de confort.<\/p>\n<p>La estrategia contempla la <strong>colaboraci\u00f3n con administraciones<\/strong> para movilizar suelo p\u00fablico mediante derecho de superficie o concesiones largas, as\u00ed como incentivos a proyectos con <strong>alquiler social y asequible<\/strong> vinculados a cupos para j\u00f3venes, estudiantes y trabajadores esenciales. Con contratos estables y metas verificables, el parque resultante puede consolidarse como infraestructura social.<\/p>\n<h2>J\u00f3venes y acceso: del aval al parque asequible<\/h2>\n<p>Mientras los esquemas de <strong>avales para primera vivienda<\/strong> alivian una parte del problema, Illueca subraya que la <strong>soluci\u00f3n estructural<\/strong> pasa por ampliar la oferta en alquiler. Un parque asequible y bien gestionado act\u00faa como colch\u00f3n antic\u00edclico, reduce la presi\u00f3n sobre los precios y mejora la movilidad laboral.
