No se trata de una sola ley, sino de un aut\u00e9ntico paquete de medidas que reconfigura c\u00f3mo se alquila, se compra, se invierte y se regula el mercado. Un movimiento que, sobre el papel, busca frenar la escalada de precios, aumentar la oferta y proteger a los m\u00e1s vulnerables. Pero la gran pregunta sigue siendo: \u00bflo conseguir\u00e1?<strong>Fin de las \u201cGolden Visa\u201d y giro contra la especulaci\u00f3n<\/strong><\/p>\n<p>La primera pieza de este puzzle normativo fue la eliminaci\u00f3n, en abril de 2025, de las llamadas <em>Golden Visa<\/em>. Estas autorizaciones de residencia, que se obten\u00edan a cambio de invertir al menos 500.000 \u20ac en inmuebles, hab\u00edan convertido el mercado de lujo espa\u00f1ol en un im\u00e1n para capital extranjero especulativo. Su supresi\u00f3n busca enfriar esa demanda y priorizar a compradores residentes.<\/p>\n<p>En paralelo, se ha reforzado el control sobre los pisos tur\u00edsticos. Ahora, cualquier vivienda destinada a este uso necesita el respaldo del 60 % de la comunidad de propietarios y estar inscrita en un Registro \u00danico de Arrendamientos. Plataformas como Airbnb o Booking tienen 48 horas para retirar anuncios no autorizados. Es un golpe directo a la econom\u00eda sumergida del alquiler tur\u00edstico y un intento de devolver pisos al mercado residencial.<\/p>\n<p><strong>Ley de Vivienda 2025: m\u00e1s control, m\u00e1s obligaciones<\/strong><\/p>\n<p>La nueva Ley de Vivienda 2025 refuerza el marco ya existente con varias novedades clave:<\/p>\n<ul>\n<li>Control de precios en zonas tensionadas, con l\u00edmites para impedir subidas desproporcionadas.<\/li>\n<li>Definici\u00f3n m\u00e1s estricta de \u201cgran tenedor\u201d: m\u00e1s de 10 viviendas en general o 5 en zonas tensionadas, con obligaciones espec\u00edficas para aumentar la oferta asequible.<\/li>\n<li>Bonificaciones fiscales para propietarios que ofrezcan alquileres por debajo del precio de referencia.<\/li>\n<li>Pr\u00f3rrogas obligatorias en contratos de inquilinos vulnerables.<\/li>\n<li>El propietario asume los gastos de formalizaci\u00f3n del contrato, aliviando costes para el arrendatario.<\/li>\n<\/ul>\n<p>Seg\u00fan datos del Banco de Espa\u00f1a, la accesibilidad a la vivienda apenas mejor\u00f3 un 0,3 % en el primer trimestre de 2025, porque el precio sube m\u00e1s r\u00e1pido que los salarios. Este paquete legal intenta invertir esa tendencia.<\/p>\n<p><strong>Registro \u00danico y alquiler tur\u00edstico bajo lupa<\/strong><\/p>\n<p>Desde julio de 2025, est\u00e1 en marcha el Registro \u00danico de Arrendamientos y Ventanilla \u00danica Digital, en l\u00ednea con una directiva europea. Su objetivo es acabar con la opacidad del alquiler tur\u00edstico ilegal, que presiona al alza los precios del alquiler tradicional en ciudades como Barcelona, Valencia o M\u00e1laga.<\/p>\n<p>La medida ya tiene efectos: en verano, la mitad de las solicitudes de inscripci\u00f3n fueron rechazadas por incumplir los requisitos.<\/p>\n<p><strong>Inversi\u00f3n p\u00fablica y colaboraci\u00f3n privada<\/strong><\/p>\n<p>El Gobierno tambi\u00e9n ha anunciado un PERTE de vivienda con una inversi\u00f3n de 1.300 millones de euros para industrializar la construcci\u00f3n, abaratar costes y agilizar plazos. Adem\u00e1s, se estudia la creaci\u00f3n de una empresa p\u00fablica estatal de vivienda para construir y gestionar un parque estable de alquiler social.<\/p>\n<p>Aqu\u00ed entra en juego un actor privado con enfoque social: el Fondo de Inversi\u00f3n Genivs, especializado en inversiones de impacto, que propone movilizar capital privado para construir y rehabilitar viviendas asequibles en colaboraci\u00f3n con administraciones p\u00fablicas. Su modelo apunta a resolver dos problemas a la vez: la falta de oferta y la necesidad de inmuebles de calidad a precios accesibles para familias y j\u00f3venes expulsados del sistema actual.<\/p>\n<p><strong>El riesgo de la regulaci\u00f3n sin ejecuci\u00f3n<\/strong><\/p>\n<p>Aunque el paquete normativo es ambicioso, la experiencia reciente demuestra que la ley, sin una aplicaci\u00f3n eficaz, puede incluso reducir la oferta. Desde 2023, la Ley por el Derecho a la Vivienda ha coincidido con una ca\u00edda del 17 % en la oferta de alquiler y un aumento del 79 % en la demanda, lo que ha empujado los precios un 24 % en apenas dos a\u00f1os, seg\u00fan Idealista.<\/p>\n<p>Las zonas tensionadas han logrado contener rentas, pero en el resto del pa\u00eds la presi\u00f3n contin\u00faa. La clave estar\u00e1 en ejecutar, fiscalizar y acompa\u00f1ar estas medidas con incentivos claros y seguridad jur\u00eddica.<\/p>\n<p><strong>Un mercado en transformaci\u00f3n<\/strong><\/p>\n<p>Espa\u00f1a ha optado por un giro regulador fuerte para recuperar el control de su mercado de vivienda. Ahora el reto es evitar que estas medidas, bien intencionadas, acaben estrangulando la oferta o generando inseguridad para quienes podr\u00edan poner sus viviendas en alquiler.<\/p>\n<p>Si este paquete normativo se combina con inversi\u00f3n p\u00fablica, innovaci\u00f3n privada y modelos de colaboraci\u00f3n como el de Genivs, el horizonte podr\u00eda cambiar. De lo contrario, corremos el riesgo de seguir en el mismo punto: con leyes escritas, pero con las llaves de la vivienda cada vez m\u00e1s lejos de quienes las
